新时期完善我国人口和计划生育利益导向机制研究

【摘要】：建立和完善人口和计划生育利益导向机制,是在新的历史条件下,国家对解决好人口问题,做好人口和人口和计划生育工作提出的新要求。随着我国社会主义市场经济体制的确立,经济手段对统筹解决人口问题越来越重要。建立和完善人口和计划生育利益导向机制,是在当前部分群众的生育意愿和生育政策要求存在差距的情况下,运用经济手段解决人口问题的重要举措,直接关系到中国特色统筹解决人口问题的成败,关系到我国社会主义建设的顺利推进。首先,本文在对马克思主义经典著作家以及毛泽东、邓小平、江泽民和胡锦涛等国家领导人关于人口发展的科学论述的基础上归纳出了科学人口发展观,以此作为人口和计划生育利益导向机制建设的理论基础和指导思想。本文认为,科学人口发展观是马克思主义经典著作家以及毛泽东、邓小平、江泽民和胡锦涛等国家领导人对人口问题科学论述的总结。其基本内涵是：以人为本是核心,优先投资于人的全面发展是手段,按中国特色统筹解决人口问题是途径,实现人口、经济、社会、资源、环境协调可持续发展是目的。同时,国内外关于人口和计划生育利益导向的理论和实践也为新时期完善人口和计划生育利益导向机制提供了理论和实践借鉴。其次,本文对人口和计划生育利益导向机制进行了理论界定,包括人口和计划生育利益导向机制的内涵、原则、功能、特征、制度机理和效果评估指标体系。并从我国人口发展历程、人口政策的演变、人口和计划生育工作的理念和方法转变等角度论述了我国新时期人口和计划生育导向机制建设和完善的历史必然性。再次,本文全面论述了当前我国人口和计划生育利益导向机制建设过程中存在的问题及原因。同时讨论了国外生育决策理论和生育利益导向政策的经验教训及其对我国完善人口和计划生育利益导向机制的借鉴意义。最后,本文就新时期我国人口和计划生育利益导向机制的构建进行了详细阐述。同时,结合对河南省人口和计划生育利益导向建设的实证分析,提出了建立和完善人口和计划生育利益导向机制的总体要求、政策设计,以及核心、拓展、保障和决策协调等四项基本制度。
[Abstract]:The establishment and perfection of the guiding mechanism for population and family planning interests is a new requirement for the government to solve the population problem and do well the population and family planning work under the new historical conditions. With the establishment of socialist market economy system in China, economic means are becoming more and more important to solve population problems as a whole. The establishment and improvement of a mechanism for guiding the interests of population and family planning is an important measure to solve the population problem by economic means, given that there is a gap between the fertility wishes of some people and the requirements of the fertility policy. It is directly related to the success or failure of solving the population problem with Chinese characteristics and the smooth progress of socialist construction in our country. First of all, this paper sums up the scientific population development concept on the basis of the scientific expositions on population development made by Marxist classic writers and the leaders of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao. This is the theoretical basis and guiding ideology of the construction of interest-oriented mechanism for population and family planning. This paper holds that the scientific concept of population development is a summary of the scientific discourse on population by Marxist classic writers and the leaders of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao. Its basic connotation is: people-oriented is the core, giving priority to the overall development of people is the means, according to the Chinese characteristics to solve the population problem is the way to achieve the sustainable development of population, economy, society, resources and environment is the goal. At the same time, the theory and practice of population and family planning benefit orientation at home and abroad also provide theoretical and practical reference for perfecting population and family planning benefit oriented mechanism in the new period. Secondly, this paper defines the benefit oriented mechanism of population and family planning theoretically, including the connotation, principle, function, characteristics, system mechanism and evaluation index system of population and family planning benefit oriented mechanism. This paper discusses the historical inevitability of the construction and perfection of the guiding mechanism of population and family planning in the new period of our country from the perspectives of the course of population development, the evolution of population policy, the transformation of the concept and method of population and family planning work, and so on. Thirdly, this paper comprehensively discusses the problems and reasons in the process of constructing the interest-oriented mechanism of population and family planning in our country. At the same time, this paper discusses the experience and lessons of the reproductive decision-making theory and the reproductive interest oriented policy abroad and its reference significance to the improvement of population and family planning benefit oriented mechanism in our country. At last, the paper expatiates on the construction of interest-oriented mechanism of population and family planning in the new period. At the same time, based on the empirical analysis of population and family planning interest oriented construction in Henan Province, the overall requirements, policy design, core and expansion of establishing and perfecting the population and family planning benefit oriented mechanism are put forward. Four basic systems of security and coordination of decision-making.
