江苏省人口转移的地区特征和影响因素分析

【摘要】:随着经济的快速发展和人口年龄结构的变化,人口资源,尤其是高级劳动力已经成为重要的战略性资源之一。在人口流动规模日益扩大的背景下,吸引并留住人口资源成为地区重视的问题。本文从江苏省人口转移的角度出发,将转移人口进行分类,并结合江苏省1999-2015年相关数据,分析对比不同转移方式人口的地区特征和影响因素。进而研究地区对转移人口的拉力和推力,以期对研究江苏省人口转移问题和地区协调发展有所帮助。通过搜集相关数据对比不同人口转移方式的地区规模,得出了如下结论:非永久性人口转移规模远大于永久性人转移规模;苏南、苏中、苏北地区迁移规模差异显著,其中苏北地区以迁出为主,苏南地区为迁入为主;地区人口数量和地区经济发展水平之间不协调,苏南区域依然存在较大的人口接纳空间,而苏北地区仍有大量剩余的劳动力需要转移出来。影响人口流动的因素纷繁复杂,绝大多数影响因素都来自外界环境。迁入迁出地的经济环境、社会环境、文化环境和制度环境等都会对人口的迁移决策产生重要影响。也就是说各地区的区域发展现状、综合实力等差异造成对人口的吸引力也存在一定差异。本文重点从经济发展、城市建设、生活环境等方面实证分析地区对人口转移的推拉作用。根据实证结果,发现非永久性转移人口主要追逐的经济利益,偏重关注地区经济收入和开放贸易,但此种经济因素拉力作用随时间减弱;而永久性转移人口更注重整体生活质量的提高,会从经济、城建资源、生态环境和消费环境对地区给予全面评估。同时地方政府政策对于不同转移方式的转移人口作用不同,即地方政府福利政策对对永久性转移人口转入有较强的拉力作用。根据分析所得结论,即苏南在地区发展和资源禀赋存在明显竞争优势,人口注重转移后生活质量水平的提高,人口转移地区规模发展落后于地区经济发展等,从户籍制度、地区经济发展和区域产业联动等方面提出相关对策建议,希望能为政府部门人口规划和地区发展有所帮助。
[Abstract]:With the rapid development of economy and the change of population age structure, population resources, especially senior labor force, have become one of the important strategic resources. In the background of increasing population mobility, attracting and retaining population resources has become a regional issue. From the point of view of population transfer in Jiangsu Province, this paper classifies the transferred population, and analyzes and compares the regional characteristics and influencing factors of the population of different transfer modes by combining the relevant data from 1999 to 2015 in Jiangsu Province. Then the paper studies the pull and thrust of region to transfer population, which is helpful to study the problem of population transfer and regional coordinated development in Jiangsu Province. By collecting relevant data to compare the regional scale of different population transfer modes, the following conclusions are drawn: the scale of non-permanent population transfer is much larger than that of permanent population transfer, and there are significant differences in the scale of migration between southern, central and northern Jiangsu. Among them, northern Jiangsu mainly moved out, southern Jiangsu mainly moved in, the population and the level of regional economic development were not coordinated, and there was still a large population acceptance space in southern Jiangsu. There are still a large number of surplus labor force to be transferred out in northern Jiangsu. The factors affecting population mobility are complicated, most of which come from the external environment. The economic environment, the social environment, the cultural environment and the institutional environment all have important influence on the decision of population migration. That is to say, there are some differences in the attraction of population caused by the difference of regional development and comprehensive strength. This paper focuses on the economic development, urban construction, living environment and other aspects of empirical analysis of the role of regional population transfer push-pull. According to the empirical results, it is found that the economic benefits pursued by the non-permanent transfer population mainly focus on regional economic income and open trade, but the pulling effect of such economic factors weakens with time. The permanent transfer population pays more attention to the improvement of the overall quality of life, which will give a comprehensive assessment to the region from the economy, urban construction resources, ecological environment and consumption environment. At the same time, the role of local government policy on the transfer of population is different, that is, the welfare policy of local government has a strong pull effect on the permanent transfer of population. According to the conclusion of the analysis, there are obvious competitive advantages in the regional development and resource endowment of southern Jiangsu, the improvement of the quality of life after the population transfer, the scale development of the population transfer area lagging behind the regional economic development, and so on. In order to help the population planning and regional development of government departments, this paper puts forward some countermeasures and suggestions on regional economic development and regional industrial linkage.
