江西省人口老龄化现状及养老问题研究

【摘要】：随着社会经济的发展,老龄化对全球来说都不陌生,都正经历或应对这-难题,人口老龄化是人类社会进步的标志和结果。随着人的寿命不断延长及持续的低生育率,江西省老年人口的数量和老年人口比重进入全新的增长阶段。这种人口年龄老化的客观现实的到来,不仅在很大程度上影响着代际间的和谐、经济与社会发展间的和谐、老年人与其他群体间利益的和谐,同时使我们目前的养老保障工作面临前所未有的困扰,政府还不能为老年人提供全方位的养老保障,社会养老保险、生活照料、医疗保障等方面的问题正日益暴露出来。作为中部欠发达省份之一的江西省,目前正处在加快转变经济发展方式,推进鄱阳湖生态经济区建设,实现科学发展、进位赶超、绿色崛起的关键时期,正确认识并顺应人口老龄化问题对于我省经济社会和谐发展有着非常重要的意义。应对人口老龄化的挑战,积极做好老年人的养老工作,使人口老龄化与社会经济和谐发展,让养老工作制度化、法制化,让广大老年人真正能够实现“老有所养、老有所医、老有所乐、老有所学、老有所为”的目标,是江西省各级政府及各级年龄层应该关注并重视的问题。面对江西省人口老龄化的现实和“老有所养”的问题,文章首先回顾了江西省人口老龄化的现状及主要特征,对江西省农村和城镇的养老保障实践分别进行了分析和总结,并提出了老龄化背景下江西省养老事业发展应坚持的指导思想、基本原则和总体目标,最后对今后江西省养老事业给出了政策建议。
[Abstract]:With the development of social economy, aging is not unfamiliar to the whole world, and it is going through or dealing with this problem. Population aging is the symbol and result of the progress of human society. With the continuous prolongation of life expectancy and the continuous low fertility rate, the number and proportion of the elderly population in Jiangxi Province have entered a new stage of growth. The arrival of this objective reality of the ageing of the population not only affects to a large extent the harmony between generations, between economic and social development, and between the interests of the elderly and other groups, At the same time, our current old-age security work is facing unprecedented difficulties, the government can not provide comprehensive old-age security for the elderly, social old-age insurance, life care, medical security and other aspects of the problems are increasingly exposed. Jiangxi Province, as one of the underdeveloped provinces in the central region, is now in the crucial period of speeding up the transformation of its economic development mode, promoting the construction of the Poyang Lake ecological economic zone, realizing scientific development, carrying over and rising green. It is very important to understand and conform to the problem of aging population for the harmonious development of economy and society in our province. To deal with the challenge of the aging of the population, to actively do a good job in providing for the aged, to make the aging of the population and the harmonious development of the social economy, to institutionalize and legalize the work of providing for the aged, so that the vast number of elderly people can truly achieve "a sense of security and a medical care for the elderly," The goal of being happy, learning and doing is a problem that should be paid attention to by all levels of government and age groups in Jiangxi Province. In the face of the reality of the aging population in Jiangxi Province and the problem of "security for the elderly", the article first reviews the present situation and main characteristics of the aging population in Jiangxi Province, and analyzes and summarizes the practice of old-age security in rural and urban areas of Jiangxi Province, respectively. The guiding ideology, basic principle and overall goal of the development of the old-age service in Jiangxi Province under the background of aging are put forward. Finally, some policy suggestions are given for the future development of the old-age service in Jiangxi Province.
