象山县计划生育公共服务现状及优化对策研究

【摘要】：党的十八届五中全会决定完善人口发展战略,实施“全面两孩”政策。这是继国家卫生部和人口计生委合并、“单独二孩”政策之后,人口生育政策的又一重大调整。在生育观念发生根本转变、生育率长期走低、出生性别比失衡、老龄化加速、人口广泛流动迁移、独生子女家庭风险凸显等人口新形势下,加强人口计生服务体系建设,不断拓展服务人群和服务领域、转变服务方式、提高服务质量,满足多层次、多样化的计划生育、避孕节育、优生优育、生殖健康、素质提升、家庭发展等需求,满足“优先投资于人的全面发展”的要求任重道远。当前计划生育管理迈出了公共服务的一小步,但离人民群众的期盼与需求还有很大的距离,如何在人口计生公共服务上迈大步,推动人口均衡可持续发展以丰富新时期人口计生新内涵需上下求索。本文通过对象山县计划生育公共服务主客体及服务项目内容进行梳理分析,指出当前人口计生公共服务存在服务队伍不稳定且未树立服务理念,缺乏专业技术人员和设施保障,宣传教育服务未落实到位,利益导向政策作用发挥有限,流动迁移人口计生公共服务存在短板等问题。进而分析这些问题存在的原因在于计划生育地位下降,资源投入不足,管理导向型目标责任制考评体系不科学,人员流动迁移频繁等方面。最后提出强化服务保障,树立人本服务理念;增加资源投入,做好服务保障;改变传统做法,提升人口宣教实效;探索福利政策,健全利益导向机制;流动人口市民化待遇,促进人口计生公共服务均等化等优化计划生育公共服务的对策建议,以期对我国基层计划生育公共服务的进一步优化完善提供借鉴。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee decided to improve the population development strategy and implement the "two-child" policy. This is another major adjustment of the population fertility policy following the merger of the Ministry of Health and the population and Family Planning Commission. In the new demographic situation, such as the fundamental change in fertility concept, the long-term decline in fertility rate, the imbalance of the birth sex ratio, the accelerated aging of the population, the widespread migration of the population, and the prominent risks for the one-child family, we should strengthen the construction of the population and family planning service system. Continue to expand the service population and service areas, change service methods, improve service quality, and meet the needs of multi-level and diversified family planning, contraception and birth control, eugenics, reproductive health, quality improvement, family development, etc. It is a long way to meet the requirement of giving priority to investing in the overall development of people. At present, family planning management has taken a small step in public service, but there is still a long way to go from the expectations and needs of the people. How to take a big step forward in the public service of population, family planning and family planning? To promote the balanced and sustainable development of population in order to enrich the new connotation of population and family planning, we need to look up and down. Based on the analysis of the subject and object of family planning public service and the contents of service items in Xiangshan County, this paper points out that the current public service of population and family planning has unstable service team and has not set up service concept, and lacks professional and technical personnel and facilities. The public service of propaganda and education has not been put into effect, the role of interest oriented policy is limited, and the public service of floating population and family planning is short board and so on. The reasons for these problems lie in the decline of family planning status, the shortage of resource investment, the unscientific evaluation system of management-oriented target responsibility system, the frequent mobility of personnel and so on. Finally, it proposes to strengthen service security, establish people-oriented service concept; increase resource input, do a good job of service security; change traditional practices, improve the effectiveness of population education; explore welfare policies, improve the interest oriented mechanism; floating population citizenship treatment, To promote the equalization of public services of population and family planning and other countermeasures and suggestions to optimize the public services of family planning in order to provide reference for the further optimization and improvement of the public services of family planning at the grass-roots level in China.
