欧盟国家应对人口老龄化的相关对策及启示

【摘要】：人口老龄化已经成为全球人口发展的必然趋势,随着老龄化程度的不断加深,必然会对社会经济以及社会的发展起到制约作用。欧盟是全球人口老龄化比较严重的地区,随着这种发展的不断深化,劳动年龄人口的不断减少,抚养比的不断增大,养老金和维持社会福利性支出的增加等各种问题蜂拥而至,本文以全球人口老龄化现状为背景,通过对欧盟国家人口老龄化发展的现状及应对政策的分析,从养老保障、社会医疗、公共服务等各方面给欧盟带来的影响,研究了欧盟国家应对人口老龄化而采取的相应措施。其中本文着重研究了欧盟改革和健全社会养老制度、实行合理的退休政策、终身学习和人口移民、完善社区照顾、养老金缴费年限的政策。通过对欧盟一系列的应对政策的介绍,结合我国自身的人口老龄化特点。本文欲挖掘欧盟应对人口老龄化政策对我国的启示,希望能够对未来我国积极应对老龄化问题提供积极地借鉴作用。
[Abstract]:Population aging has become the inevitable trend of the global population development. With the deepening of the aging degree, it will inevitably restrict the social economy and social development. The European Union is a region with a more serious aging population. With the deepening of this development, the number of working-age people is decreasing, the dependency ratio is increasing, the pension and maintaining social welfare expenditures are increasing, and so on. Based on the background of global population aging, this paper analyzes the current situation and countermeasures of the aging of population in EU countries, and analyzes the impact on the EU from the aspects of old-age security, social health care, public services, and so on. This paper studies the corresponding measures taken by EU countries to cope with the aging of the population. This paper focuses on the reform of the European Union and the improvement of the social pension system, the implementation of a reasonable retirement policy, lifelong learning and population migration, the improvement of community care, pension contributions to the policy. Through the introduction of a series of European Union coping policies, combined with the characteristics of China's own aging population. This paper intends to explore the enlightenment of EU policy on population aging in China, and hopes to provide a positive reference for China to deal with the problem of aging in the future.
