习近平流动人口社会融合思想研究

【摘要】：对于超过两亿的流动人口而言,社会融合是其市民化过程中最核心的需求。习近平的一系列重要讲话,对流动人口社会融合理论和实践中的重大问题都作了明确回答,为流动人口社会融合工作提供了基本原则和行动指南:一是要"维护好农民工合法权益",使"优者有其荣",促进政治融合;二是要"完善城乡劳动者平等就业制度""保障城乡劳动者平等就业权利",使"劳者有其得",促进经济融合;三是要"加强流动人口服务管理""稳步推进城镇基本公共服务常住人口全覆盖",使"工者有其居""孤者有其养",促进社区融合;四是要重视养成教育,丰富精神文化生活,使"力者有其乐",促进心理文化融合;五是要"提高农民工融入城镇的素质和能力""让劳动者体面劳动",使"来者有其尊",促进人的全面发展融合;六是要实施全面两孩政策,建设社会养老服务体系,推进新型城镇化,使"农者有其地""外者有其归",促进历史融合。
[Abstract]:For more than 200 million floating population, social integration is the core demand in the process of citizenship. In a series of important speeches, Xi Jinping made clear answers to major questions in the theory and practice of the social integration of the floating population. It provides basic principles and action guidelines for the social integration of floating population: first, we should "safeguard the legitimate rights and interests of migrant workers", make "the best have their own glory", and promote political integration; Second, it is necessary to "perfect the equal employment system of urban and rural workers" and "protect the equal employment rights of urban and rural workers", so as to promote economic integration; Third, we should "strengthen the management of floating population services", "steadily promote the permanent population coverage of basic public services in cities and towns", make "workers have their own homes", "solitary people have their own support", and promote community integration; Fourth, we should pay attention to the cultivation of education, enrich spiritual and cultural life, make "those who have fun", promote the integration of psychological culture; Fifth, it is necessary to "improve the quality and ability of migrant workers to integrate into towns" and "let workers have decent work", so that "those who come have their respect" and promote the overall development and integration of people; Sixthly, it is necessary to implement the policy of comprehensive two-child policy, build the social old-age service system, promote new urbanization, make "farmers have their own land" and "outsiders have their own goals", and promote the integration of history.
