流动人口政治参与问题研究

【摘要】：流动人口是伴随着改革开放进程而出现的社会特殊群体。它在对我国的工业化和城市化积极推进的同时,也给地方政府的公共管理和公共基础服务带来了巨大的冲击。一方面,流动人口远离流出地,无法充分享有流出地赋予的应有权利。另一方面,流动人口受限于户籍制度以及与之关联的就业、教育、社会保障等因素,无法获得与流入地常住人口同等的权利和待遇,处于边缘化状态。而政治参与,作为保障流动人口合法权益的有效手段,不仅是政治管理民主化的必然要求,也是维护社会稳定、构建和谐社会的现实需求,却未完全发挥应有的作用。随着流动人口规模膨胀速度加快,流动人口管理矛盾越发凸显,如何健全完善政治参与制度,确保流动人口充分行使政治参与权利,成为流动人口问题中极有意义的一项研究工作。本文以南安市流动人口作为研究对象,以国内外已有的政治参与理论为分析工具,结合问卷调查,构建了流动人口政治参与现状分析框架,分别从年龄、教育水平、经济收入的差异性纵向比较了流动人口的政治参与意愿,从户籍差异性横向比较了流动人口和常住人口政治参与实际现状,立体展现出南安市流动人口政治参与真实现状。对调查所获得的资料,还采用定量分析与定性分析相结合的方法,深入分析了流动人口政治参与存在的问题及其问题根源。最后在此基础上,提出改革城市户籍制度,健全完善相关参与制度,优化参与环境,提高流动人口政治参与深度和广度的对策建议,以期能为今后的流动人口政治参与研究提供一定的参考依据。
[Abstract]:Floating population is a special social group with the process of reform and opening up. It promotes the industrialization and urbanization of our country positively, at the same time, it brings huge impact to the local government's public management and public basic service. On the one hand, the floating population is far away from the outflow, and can not fully enjoy the rights granted by the outflow. On the other hand, the floating population is limited by the household registration system and the related factors such as employment, education, social security and other factors, unable to obtain the same rights and treatment as the resident population, and is marginalized. Political participation, as an effective means to protect the legitimate rights and interests of floating population, is not only the inevitable requirement of democratization of political management, but also the realistic demand of maintaining social stability and building a harmonious society, but it has not fully played its due role. With the rapid expansion of floating population scale, the contradiction of floating population management becomes more and more prominent. How to perfect the political participation system to ensure that the floating population fully exercise the right of political participation. Become a very meaningful research work in the floating population problem. This paper takes the floating population of Nanan as the research object, taking the theory of political participation at home and abroad as the analysis tool, combining with the questionnaire survey, constructs the analysis frame of the current situation of the floating population's political participation, respectively from the age, the education level. The difference of economic income compares the political participation will of floating population vertically, compares the actual situation of political participation of floating population and resident population from the difference of household registration, and shows the real situation of political participation of floating population in Nanan City. On the basis of the data obtained from the investigation, the paper also analyzes the problems existing in the political participation of floating population and the root causes of the problems by means of the combination of quantitative analysis and qualitative analysis. Finally, the paper puts forward the countermeasures and suggestions to reform the urban household registration system, perfect the relevant participation system, optimize the participation environment, and improve the depth and breadth of the floating population's political participation. In order to provide a certain reference for the future research on the political participation of floating population.
