精英还是平权:对大城市外来人口吸纳原则的讨论

【摘要】：文章从理论上梳理了大城市对外来人口的吸纳实际存在的两种原则:精英主义的原则和平权意识的原则。结合户籍制度改革背景下的大城市的特殊地位,认为需要对目前大城市普遍推行的单一的精英主义吸纳原则加以反思和调整。调查显示,精英主义仍占民意上风,但平权意识的支持率并不低。如何通过一定的政策设计将这两者加以结合使用,将是未来政府责任和制度进步的关键点所在。
[Abstract]:This paper theoretically combs the two principles of the actual existence of absorbing foreign population in big cities: the principle of elitism and the principle of right to peace. Combined with the special status of big cities under the background of household registration system reform, the author thinks that it is necessary to reflect on and adjust the single principle of elitist absorption which is widely practiced in large cities at present. The survey showed that elitist opinion still prevailed, but affirmative support was not low. How to combine the two through a certain policy design will be the key point of the future government responsibility and institutional progress.
