【摘要】：正2013年11月15日,十八届三中全会通过《中共中央关于全面深化改革若干重大问题的决定》,其中提到"坚持计划生育的基本国策,启动实施一方是独生子女的夫妇可生育两个孩子的政策",标志着"单独二孩"政策正式实施。研究认为,实施单独二孩政策,有利于保持合理的劳动力规模,延缓人口老龄化速度,促进经济社会持续健康发展;有利于提升家庭抵御风险的能力;有利于稳定适度低生育水平,促进人口长期均衡发展,促进人口与经
