全面实施“宝贝计划”工程探索婴幼儿早期发展教育新模式

【摘要】：正0～3岁是婴幼儿身体及神经系统发育的关键时期,有针对性的进行指导和培养,对孩子多元智能的开发和健康人格的建立意义重大。北京市计划生育协会坚持工作理念创新、思路创新、方法创新,全面实施"宝贝计划"工程,探索婴幼儿早期发展教育新模式。明确发展目标,突出工作重点2010年,全国妇联、教育部、卫生部、原国家人口计生委等七部门联合印发了《全国家庭教育指导大纲》,明确了人口计生部门负责0～3岁儿童早期发展的推进工作,逐步纳入公共服务范畴的工作职责。根据十八大报告精神及部门工作职责,北京市计生协创新工作理念,拓展工作职能,以创建幸福家庭为工作主线,以"幸福家庭、和谐人口"为核心理念,确定了宝贝计划、青春健康等六大工程。作为惠民工程的"宝贝计划"工程,在"十二五"初期明确了以"政府部门主导、社会力量支持、个体家庭参与"为原则,通过0～3岁婴幼儿早期发展教育工作,培养婴幼儿创造性思维和良好心智模式,实现使其具有良好的适应能力、社交能力、创造能力
