枣庄市计划生育依法行政问题研究

【摘要】：做好基层人口和计划生育依法行政工作,是经济健康发展的客观要求,是构建和谐发展社会的题中之意。实行计划生育依法行政,是现代法治国家普遍遵循的一项政治原则,是现代政府管理模式和行政观念的一场深刻变革。当前,进一步增强人口计生部门依法行政能力和依法管理水平,对于统筹解决人口问题具有重大推动作用。本文在对计划生育依法行政的理论和现状分析的基础上,主要对枣庄市计划生育依法行政取得的成效与存在的问题进行探究,并以理论联系实际和以先进地区经验借鉴为突破口,努力探究进一步做好枣庄市计划生育依法行政工作的对策,进而推进枣庄市计划生育各项工作,构建枣庄市计划生育和谐法制环境。枣庄市计划生育依法行政执法队伍素质偏低；相关政策不够配套；计划生育依法行政水平不高；基层干部对计划生意依法行政认识不足；依法行政不公增大了工作难度。借鉴部分地区经验,结合枣庄实际,提出破解枣庄市计划生育依法行政现存问题的对策：强化领导,建设一支专业、高效的计划生育队伍；提高计划生育工作人员依法行政的意识；完善对计划生育依法行政的监督机制；加大计划生育协会的工作力度,将对计划生育薄弱村的帮促转化与村民自治相结合；管理与服务相结合,抓基层、打基础,营造有利于计划生育依法行政的良好环境；规范计划生育依法行政基础硬件,推进计划生育依法行政的宣传教育,完善激励与制约并重的计划生育利益导向政策体系等等有力措施与对策。
[Abstract]:Doing a good job in the administration of grass-roots population and family planning according to law is the objective requirement of healthy economic development and the meaning of building a harmonious development society. The implementation of family planning administration according to law is a political principle generally followed by modern countries ruled by law, and it is a profound change in the management mode and administrative concept of modern government. At present, further strengthening the administrative ability and management level of population and family planning departments according to law plays an important role in solving population problems as a whole. Based on the analysis of the theory and present situation of family planning administration according to law, this paper mainly probes into the achievements and existing problems of family planning administration in Zaozhuang City according to law, and takes the theory with practice and the experience of advanced areas as a breakthrough, and strives to explore the countermeasures for further doing a good job in the administration of family planning according to law in Zaozhuang City, so as to promote the work of family planning in Zaozhuang City. To construct a harmonious legal environment for family planning in Zaozhuang City. The quality of the family planning administrative law enforcement team in Zaozhuang City is on the low side; the relevant policies are not matching enough; the level of family planning administration according to law is not high; the grass-roots cadres do not have enough understanding of the planned business administration according to law; the unfair administration according to law has increased the difficulty of the work. Referring to the experience of some regions and combining with the reality of Zaozhuang City, this paper puts forward some countermeasures to solve the existing problems of family planning administration according to law in Zaozhuang City: strengthening leadership, building a professional and efficient family planning team, improving the awareness of family planning workers' administration according to law, perfecting the supervision mechanism of family planning administration according to law, and perfecting the supervision mechanism of family planning administration according to law. Strengthen the work of the Family Planning Association, combine the help and transformation of the weak villages of family planning with the autonomy of the villagers, combine management with service, grasp the grass-roots level, lay the foundation, and create a good environment conducive to the administration of family planning according to law. We should standardize the basic hardware of family planning administration according to law, promote the propaganda and education of family planning administration according to law, and perfect the policy system of encouraging and restricting the interests of family planning, and so on.
