老龄化背景下国外老年人住房发展及经验对上海的启示

【摘要】：通过对比人口老龄化背景下国外老年人住房发展的特征,介绍了国外老年人住宅在政策的引导下从居住、护理等角度进行设计,满足老年人居家养老需求的经验,重点分析了美国、日本等国家老年住宅在政策变化、住宅特征与老年人居住模式、护理需求等方面的结合,以及保障性住房的适老性导向等对上海的启示。根据上海老年人口变化趋势及住房规划特征,从政策引导、保障房建设和旧住房改造的适老性几个方面提出了建议,对于进一步促进上海居家养老保障体系的完善具有重要意义。
[Abstract]:By comparing the characteristics of housing development of the elderly abroad under the background of aging population, this paper introduces the experience of designing the housing of the elderly abroad from the angle of residence and nursing under the guidance of the policy, and analyzes on the combination of the policy changes, the housing characteristics and the living mode of the elderly, and the nursing needs of the elderly in the United States, Japan and other countries. And the apocalypse of affordable housing to Shanghai. According to the changing trend of Shanghai's elderly population and the characteristics of housing planning, this paper puts forward some suggestions from the aspects of policy guidance, indemnificatory apartment's construction and the old housing reconstruction, which is of great significance to further promote the improvement of Shanghai's home old-age security system.
