行政区划调整与城镇化发展

【摘要】：改革开放以来,行政区划调整使高等级城市可以利用行政手段调动和集聚更多的资源,获得了优先发展机会。然而,这种做法的负面效应当前逐步显现,表现为城镇空间过快扩张、中小城市发展活力受到抑制、不同层级城镇差距扩大等。文章认为,当前行政区划调整模式的制度红利已充分释放,制度运行成本增大,已具备行政区划调整政策改革的基本条件,亟需通过行政区划改革,减少行政等级对资源配置的影响,建立城乡要素的平等交换机制,推动城市发展转型和管理模式创新。
[Abstract]:Since the reform and opening up, the adjustment of administrative divisions has enabled high-level cities to use administrative means to mobilize and gather more resources and to obtain priority development opportunities. However, the negative effects of this approach are gradually appearing, such as the rapid expansion of urban space, the suppression of the vitality of the development of small and medium-sized cities, and the widening of the gap between different levels of cities and towns. The article holds that the institutional dividend of the current administrative division adjustment model has been fully released, the system operation cost has increased, and the basic conditions for the reform of the administrative division adjustment policy have been met, so the reform of the administrative division is urgently needed. Reducing the influence of administrative level on resource allocation, establishing the equal exchange mechanism of urban and rural elements, promoting the transformation of urban development and innovation of management mode.
