日本在伪蒙疆政权时期的牧野政策析论

【摘要】：日本占领蒙疆后,为向日本及伪“满洲国”提供战略资源,尤其是羊毛、皮革等畜产资源,日本占领当局通过蒙疆联合委员会,公布了《蒙疆畜产政策要纲》。关于牧野方面,有“制定有关旗地保全以及牧野的保存及利用、防治毛皮类的乱捕等法规”、“冬营地由旗直接经营为原则,关于其设定及各种设施的设立各个机关担当”等牧野内容。日本占领当局制定及实施的这些保护草原牧野的政策及措施,本质是为了持续掠夺开发该地域的畜产资源,为战争经济提供急需的战略资源,以达到持久利用之目的。

Regarding the pastureland, There are laws and regulations relating to the preservation of flag areas and the preservation and utilization of pastoral fields, and the prevention and control of the indiscriminate capture of furs. "the principle of direct management of winter camps by flags is adopted." Regarding its establishment and the establishment of various facilities, the various organs shall act as "pastoral elements". The policies and measures formulated and implemented by the Japanese occupation authorities to protect grasslands and pastures are essentially for the purpose of continuously plundering and developing livestock resources in the region, To provide badly needed strategic resources for the war economy, in order to achieve the purpose of sustainable utilization.
