朝韩关系与六方会谈

【摘要】：朝鲜半岛陷入对抗僵局,美国对朝采取了遏制待变的策略。对抗局面对朝韩的安全都不利。韩国推进的"朝鲜半岛信任进程"由于双方的"话不投机"而受阻。朝韩关系再陷困局,并且处于无协定、无对话、无谈判的状况。这种对抗局面的持续,致使六方会谈难以重启,核问题的解决遥遥无期。半岛正在积累安全风险。要打破这种局面,韩国需要认清自己所处的结构性局限,推动朝韩关系重返以往双边协定所确定的和解轨道,并推动六方会谈的重启。
[Abstract]:The Korean peninsula has reached a confrontational impasse. The United States has adopted a strategy of containing the DPRK to be changed. Confrontation is not conducive to the security of the DPRK and the ROK. The "trust process on the Korean Peninsula" promoted by South Korea has been hampered by the "inaccuracy" between the two sides, and the DPRK-ROK relations have once again fallen into a dilemma. And in a situation where there is no agreement, no dialogue, no negotiation. The continuation of this confrontation situation makes it difficult to restart the six-party talks, and the solution of the nuclear issue is far away. The peninsula is accumulating security risks. South Korea needs to recognise its structural limitations, push relations back on the path of reconciliation set out in previous bilateral agreements, and push for a resumption of six-party talks.
