中美关系内在逻辑结构的历史反思与重构

【摘要】：本文将中美关系作为一种体系,以逻辑结构的视角分析、考察中美关系的历史,发现有益经验和存在问题,分析影响因素,旨在回答冲突与对抗并非中美关系的必然逻辑,“大国政治悲剧”的理论预言也不一定就是中美关系的必然归宿,中美关系完全可以构建起一个符合双方根本利益且有利于世界和平与发展的内在逻辑结构。在中美关系越来越成为彼此最重要的一对双边关系,且两国在有关建立新型大国关系的内涵问题的认知上尚未取得根本一致的情况下,以期能够提供一点学理支撑和对策思路。本文运用历史分析法,结合大量文献和史实,将自中华人民共和国成立迄今的中美关系内在逻辑结构划分为严重冷战思维下的敌对疏离结构、政治相对缓和下的战略融合结构、政经军全面推进的互惠伙伴结构、防范思维下的接触与遏制结构和应对共同威胁的合作与竞争结构等五个阶段进行了梳理和分析,并在对影响中美关系内在逻辑结构主要因素的客观理性分析基础上,运用演绎推理的方式推导出中美关系应有的理想内在逻辑结构,提出并论证了构建这种应有理想逻辑结构的主要路径。经研究发现,中美作为当今世界上两个大国,尽管具有异质性且存在着这样或那样的问题,甚至有过战场上的直接冲突,但无论历史上还是现在以及未来都存在着可以和谐共存的因素,也具备战略合作的基础,冲突与对抗绝非大国关系的必然逻辑,完全可以走出一条不再重蹈历史上大国关系历史宿命的全新道路。中美两国人民和领袖完全应该有这样的智慧和胆略将其化为现实。只要摒弃冷战思维,超越零和理念,在良性竞争的前提下,完全可以求同存异、相互借重、互惠互利,建立起既符合本国切身利益亦有益于世界的,基于彼此客观理性认知基础上,各领域间相互联系、相互作用从而达到平衡对称、和谐统一的距离安排,即和谐共存的内在逻辑结构关系。而作为具体的实施路径,则必须做到:摒弃冷战思维,铺设良性竞争合作共赢之路;扩大经济合作,夯实相互依存共同发展基础;落实相互尊重,减少和避免摩擦与战略冲突;深化求同存异,保持相互间经常性战略互动;健全互信机制,确保绝不发生重大战略误读;拓展合作领域,增加双方更多合作果实收获。简而言之,就是文化求理解、政治少对立、经济促合作、外交谋协调和军事避对抗。如若做到这些,中美关系就必定会相安无事、和谐共存。
[Abstract]:This paper regards Sino-US relations as a system, analyzes the history of Sino-US relations from the perspective of logical structure, finds useful experience and existing problems, and analyzes the influencing factors. To answer the question of conflict and confrontation is not the inevitable logic of Sino-US relations, and the theoretical prophecy of "political tragedy of great powers" is not necessarily the inevitable destination of Sino-US relations. Sino-US relations can completely build an internal logical structure that conforms to the fundamental interests of both sides and is conducive to world peace and development. Sino-U.S. relations are increasingly becoming the most important pair of bilateral relations between China and the United States. Moreover, the two countries have not yet achieved fundamental agreement on the connotation of the establishment of a new type of great power relationship, in the hope of providing some theoretical support and countermeasures. This paper applies the historical analysis method, combining with a large number of documents and historical facts. The inherent logical structure of Sino-US relations since the founding of the people's Republic of China has been divided into the hostile alienation structure under the serious Cold War mentality, the strategic integration structure under the relative political detente, and the reciprocal partnership structure for the comprehensive promotion of the political, economic and military forces. The structure of contact and containment under the precautionary thinking and the structure of cooperation and competition to deal with common threats are combed and analyzed, and on the basis of the objective and rational analysis of the main factors affecting the internal logical structure of Sino-US relations, This paper deduces the ideal internal logical structure of Sino-US relations by deductive reasoning, and puts forward and demonstrates the main path to construct this kind of ideal logical structure. Through the study, it is found that China and the United States are two great powers in the world. Despite its heterogeneity, problems of one kind or another, and even direct conflicts on the battlefield, there are elements that can coexist harmoniously, both historically and now and in the future, and have the basis for strategic cooperation. Conflict and confrontation are by no means the inevitable logic of great power relations. The Chinese and American peoples and leaders should have such wisdom and courage to make it a reality. As long as we abandon the Cold War mentality and transcend the zero-sum concept, On the premise of sound competition, we can fully seek common ground while reserving differences, borrow from each other, benefit from each other, and establish a mutually beneficial one that is not only in the vital interests of our country but also beneficial to the world. On the basis of mutual objective and rational cognition, the various fields are connected with each other. Therefore, the distance arrangement of balance, symmetry, harmony and unity can be achieved, that is, the internal logical structure relation of harmonious coexistence. As a concrete implementation path, we must: abandon the Cold War thinking and lay the road of benign competition and cooperation to win together; Expand economic cooperation and consolidate the basis for common development on interdependence; implement mutual respect, reduce and avoid friction and strategic conflicts; deepen seeking common ground while reserving differences; maintain regular strategic interaction between them; and improve mutual trust mechanisms. To ensure that there is no major strategic misreading; to expand areas of cooperation and increase the fruits of greater cooperation between the two sides. In short, cultural understanding, less political confrontation, economic cooperation, diplomatic coordination and military avoidance. Relations between China and the United States are bound to be peaceful and harmonious.
