美国对中亚的网络外交研究

【摘要】：从2009年起,美国开始积极对中亚推行网络外交。互联网和现代通讯工具在中亚地区日常社会生活中的作用日益增加,中亚出现互联网政治化的趋势,西方社交网站的中亚用户不断增加以及中亚国家一系列社会问题的存在是美国对中亚进行网络外交的既有条件。中亚民众受俄语互联网资源影响很大,"阿拉伯之春"事件后中亚多数国家通过关于网络空间管制的严格立法和行政措施,中亚互联网与其他许多国家相比政治化程度还较低等是美国对中亚进行网络外交的制约因素。美国以保护互联网自由为名向中亚国家施加外交压力,加强对美国以及中亚网络媒体的支持,通过社交网络鼓励年轻人的抗议活动,积极在中亚推进培训互联网活动分子的项目,推进中亚国家加入开放政府伙伴关系组织等是美国对中亚网络外交的主要方式。
[Abstract]:Since 2009, the United States has been actively promoting network diplomacy to Central Asia. The role of the Internet and modern communication tools in the daily social life of Central Asia has been increasing, and there has been a trend of politicization of the Internet in Central Asia. The increasing number of users of Western social networks in Central Asia and the existence of a series of social problems in Central Asian countries are the existing conditions for the United States to conduct cyber diplomacy in Central Asia. The people of Central Asia are greatly influenced by the Russian-language Internet resources. The majority of Central Asian countries adopted strict legislative and administrative measures on cyberspace control after the Spring incident. The relatively low degree of politicization of the Internet in Central Asia compared with many other countries is a constraint on US cyber diplomacy in Central Asia. In the name of protecting the freedom of the Internet, the United States exerts diplomatic pressure on the Central Asian countries. Strengthening support for the online media in the United States and Central Asia, encouraging protests by young people through social networks, and actively promoting programs to train Internet activists in Central Asia, Pushing Central Asian countries to join the Open Government Partnership is the main way of American cyber diplomacy to Central Asia.
