奥巴马政府网络空间战略面临的挑战及其调整

【摘要】：奥巴马政府将网络空间政策提高到战略高度,试图打造一个集战略思想、政策举措和行动策略三位一体的网络空间战略。但在实践中,奥巴马政府构建了一个复杂而矛盾的体系,战略思想有内在矛盾,政策效力之间相互抵消,"棱镜门事件"更使得美国网络空间战略陷入困境。随后,奥巴马政府着手调整,一方面对进攻性的网络政策进行全面审查,另一方面放弃对ICANN的控制权,推进网络空间全球治理进程。这将会对国际网络空间的"建章立制"产生重大影响。
[Abstract]:The Obama administration has raised cyberspace policy to a strategic level, trying to create a cyberspace strategy that integrates strategic thinking, policy initiatives and operational strategies. But in practice, The Obama administration has built a complex and contradictory system with inherent contradictions in strategic thinking, counteracting each other in policy effectiveness, and the Prism Gate incident, which has put America's cyberspace strategy in a dilemma. On the one hand, the comprehensive review of the offensive cyberpolicy, on the other hand, giving up the control over ICANN and promoting the process of global governance of cyberspace, which will have a significant impact on the "establishment of regulations" in international cyberspace.
