论美俄在导弹防御系统领域的博弈

【摘要】： 美国和俄罗斯都是世界上举足轻重的国家,但是由于意识形态和历史等方面的原因,两国之间尽管有合作,但是矛盾与分歧更为尖锐与突出,而矛盾与分歧的焦点主要聚集在美俄关于导弹防御问题的态度上,美国为了削弱俄罗斯的战略核威慑,实现称霸世界的梦想,极力发展针对俄罗斯的导弹防御系统,并且把俄罗斯的周边国家也纳入其中,监视并且在必要时围堵俄罗斯的导弹发射；而俄罗斯作为前苏联的主要继承国,无论经济还是军事实力都大为降低,但是面对美国咄咄逼人的攻势,俄罗斯不会坐以待毙,而是依据自己有限的实力和机动灵活的外交方针,与美国展开了一轮又一轮得较量。本文的第一部分着重讲述了美国部署导弹防御系统的理论和现实原因。美国执意部署导弹防御系统,有其深厚的思想基础,主要构成要素有三点：“天赋使命”、“美国例外”和“高度一致的意识形态”。与此同时,国际社会的无政府主义,前苏联导弹和国际恐怖主义的威胁则是现实原因。第二部分回顾了美国和苏联在签署《反导条约》时的背景、条约内容和对国际战略稳定所起的重要作用；而“星球大战计划”的提出和实施,则打破了美苏由于签署《反导条约》所形成的战略核稳定,对苏联乃至整个世界都产生了非常大的影响。第三部分讲述了美国为了给即将部属的导弹防御系统扫清法律上的障碍,布什总统在2001年悍然宣布退出《反导条约》,同时宣布正式开始部属反导系统。将NMD与TMD一体化,并且加紧反导系统的研制与实验,在本土和海外组网部属。第四部分主要讲述了俄罗斯在面对美国坚持部署反导系统的形势下,利用灵活的外交策略和有关的条约与国际法与之周旋,阻止或者滞迟美国部署反导系统的步伐,但是最重要的是增强自己的力量,加紧开发和部署能突破反导系统的先进武器系统,并在必要的时候不失时机的向美国展示自己的力量存在。
[Abstract]:The United States and Russia are both important countries in the world, but because of ideological and historical reasons, although there is cooperation between the two countries, the contradictions and differences between the two countries are more acute and prominent. The focus of the contradictions and differences is mainly on the attitude of the United States and Russia on the issue of missile defense. In order to weaken Russia's strategic nuclear deterrence and realize its dream of dominating the world, the United States has made every effort to develop a missile defense system against Russia. And include Russia's neighboring countries to monitor and, if necessary, block Russian missile launches; and Russia, as the main successor to the former Soviet Union, has significantly reduced its economic and military power. But in the face of America's aggressive offensive, Russia will not sit idly by, but with its limited power and flexible diplomatic approach, the United States has been engaged in a series of rounds of competition. The first part of this paper focuses on the theoretical and practical reasons for the United States to deploy the missile defense system. The United States insists on deploying the missile defense system, which has its profound ideological foundation. At the same time, the anarchism of the international community, the threat of Soviet missiles and international terrorism are the realistic reasons. The second part reviews the background of the signing of the ABM Treaty between the United States and the Soviet Union, the content of the Treaty and its important role in international strategic stability, and the proposal and implementation of the Star Wars Plan, It broke the strategic nuclear stability formed by the signing of the ABM Treaty and had a great impact on the Soviet Union and the whole world. In the third part, in order to clear the legal barrier to the missile defense system that is to be attached to the United States, President Bush publicly announced on 2001 that he would withdraw from the "ABM Treaty," and at the same time announced the official commencement of the subordinate ABM system, which will integrate NMD and TMD. And step up the development of anti-missile systems and experiments in the local and overseas networking subordinates. The 4th part mainly describes Russia's use of flexible diplomatic strategy and relevant treaties to deal with the situation of the United States insisting on deploying the ABM system to prevent or delay the pace of US deployment of the ABM system. But the most important thing is to strengthen their own strength, to speed up the development and deployment of advanced weapon systems capable of breaking through the anti-missile system, and to seize the opportunity to show the United States their presence when necessary.
