【摘要】：世界粮食计划署是粮食援助领域最重要的国际组织,但与众多国际组织一样,世粮署的研究一直没有得到很大的关注。随着全球公共问题的增加与全球治理的兴起,国际组织自主性的重要性也凸显出来。笔者试图对世界粮食计划署自主性这一问题进行研究。文章首先对国际组织自主性的概念进行界定,随后分析对比了国际关系研究中不同学术流派对国际组织自主性的理论研究路径。在梳理世粮署的发展历程的基础之上,结合理论搭建世粮署自主性的分析框架,通过以下三个方面考察世粮署自主性的表现:一是世粮署早期粮食援助系统构建,通过世粮署进行自我改革与粮食援助系统构建来分析世粮署这两个行为的偏好和自主性来源。二是世粮署在粮食援助领域具备一定影响力之后对国际粮食援助规范的构建与扩散,主要通过世粮署重新定义、丰富和传播国际粮食援助规范来分析世粮署的自主性行为。三是世粮署在物质和信息资源掌控程度大大提升的今天,世粮署如何拓展伙伴关系,主要讨论世粮署在发展过程中会受到政府捐赠资源的限制下如何发挥自主性与其他行为体进行合作。通过这三个方面的分析,可以看出世粮署在发展过程中自主性最重要的实践形式是通过在粮食援助过程中专业知识的运用将“饥饿问题”变成一个国际公共问题,并不断拓展“饥饿问题”的领域。其自主性的最基本来源是成员国出于自身利益的考虑而赋予世粮署相对独立的机构和制度安排,而专家权威和道义性权威扩大了世粮署的自主性空间,随着世粮署在物质和信息资源上对成员国依赖的减少,其自主性也逐渐提升。对于国际组织自主性研究来说,本研究分析框架的搭建对于国际组织自主性研究也具有一定的借鉴意义。
[Abstract]:The World Food Programme is the most important international organization in the field of food aid, but like many international organizations, WFP research has not received much attention. The importance of the autonomy of international organizations is also highlighted. The author tries to study the issue of autonomy of the World Food Programme. Firstly, this paper defines the concept of autonomy of international organizations. Then it analyzes and compares the theoretical research paths of different academic schools on the autonomy of international organizations in the study of international relations. On the basis of combing the history of WFP's development, it builds an analytical framework of WFP's autonomy in combination with the theory. The performance of WFP autonomy is investigated in the following three aspects: first, the establishment of WFP's early food aid system, Through WFP self-reform and food aid system construction to analyze the WFP's preferences and sources of autonomy. Second, WFP has a certain influence in the field of food aid to international food aid regulations. The construction and diffusion of Fan, Mainly through the WFP redefinition, enriching and disseminating the norms of international food aid to analyze WFP's autonomous behavior. Third, how WFP can expand its partnership at a time when the level of control over material and information resources is greatly increased. Focusing on how WFP, under the constraints of resources donated by governments in the development process, can exercise its autonomy and cooperate with other actors. It can be seen that the most important form of practice for WFP's autonomy in the development process is to turn "hunger" into an international public issue through the use of expertise in the food aid process, And continue to expand the field of "hunger". The most basic source of autonomy is the relatively independent institutional and institutional arrangements granted by member States to WFP for reasons of self-interest, The authority of experts and moral authority has expanded the autonomy of WFP, and as WFP has become less dependent on member States in terms of material and information resources, its autonomy has gradually increased. The establishment of this research framework also has some reference significance for the study of international organization autonomy.
