欧盟介入中亚水外交的目的、路径与挑战

【摘要】：文章认为欧盟介入中亚水外交,目的是引领水外交的发展,显示其价值观,并维护其安全利益;通过直接援助、地区机制安排以及与国际社会合作开展水外交。在实施过程中,欧盟内部一致性、中亚国家间关系和治理能力问题都会影响欧盟水外交工作的开展。中国在开展水外交时能够从欧盟经验中得到一些启示。
[Abstract]:The paper holds that the purpose of EU's involvement in water diplomacy in Central Asia is to lead the development of water diplomacy, to show its values and to safeguard its security interests, to carry out water diplomacy through direct assistance, regional institutional arrangements and cooperation with the international community. The internal consistency of the European Union, the relationship between the Central Asian countries and the ability of governance will affect the development of the EU's water diplomacy. China can draw some inspiration from the EU's experience in carrying out the water diplomacy.
