呼和浩特市公共外交发展存在的问题及对策研究

【摘要】:上个世纪90年代以来,全球化和区域一体化进程的不断加快,网络信息技术的飞速发展,世界经济相互依赖的日渐加深,以及民主政治在全球的不断扩展,都极大地推动了公共外交的迅速兴起与发展。作为一种新型外交方式,公共外交侧重运用文化交流、信息传播等柔性手段来实现或增进本国国家利益,与直接的政治干预、强硬的经济和军事制裁等外交手段相比,它具有间接性、隐蔽性、柔和性、代价小、收益高等方面的特质。因此,公共外交受到世界各国政府的高度重视,并逐渐发展成为实现外交目标的战略工具和现代国家外交政策的核心组成部分。近年来,我国各级政府和学术界都在不断地探索开展公共外交的方法和路径,取得了一定的成就。但在理论上很不成熟、不完善,在执行中也存在着许多的困惑和误区。运用公共管理的知识,文献案例等研究方法,研究地方政府开展公共外交的途径,对于宣传国家形象,推进地方整体经济发展、民间文体交流具有十分重要的现实意义。 本文以地方政府如何开展公共外交工作为主要研究对象,首先从公共外交的概念、主体、客体等相关理论入手,明确阐述其同传统外交、民间外交、公共事务、对外宣传、文化外交以及媒体外交的区别与联系,广泛地吸收借鉴西方国家公共外交理论研究成果,全面分析我国当前公共外交开展的现状及存在的问题;其次,结合呼和浩特市的实际情况,运用公共管理学的相关知识,分析研究了公共外交在呼和浩特市的开展意义和优势;最后对呼和浩特市开展公共外交的方向和措施提出了自己的意见:即进一步明确转变政府职能、加强宏观管理,以政府为主导,鼓励、引导各民间团体积极开展公共外交活动;利用国际友好城市、文艺体育赛事活动等平台、大力开展公共外交;利用好公共外交这个工具,对外宣传呼和浩特市的发展现状、投资优惠政策,开展公关活动,推进呼和浩特市的经济社会发展,对内信息公开,引导主流媒体。
[Abstract]:Since the 1990s, the process of globalization and regional integration has been accelerating, the rapid development of network information technology, the deepening interdependence of the world economy, and the continuous expansion of democratic politics in the world. Public diplomacy has greatly promoted the rapid rise and development of public diplomacy. As a new type of diplomacy, public diplomacy focuses on the use of flexible means, such as cultural exchange and information dissemination, to realize or promote national interests and direct political intervention. Compared with other diplomatic means, such as tough economic and military sanctions, it has the characteristics of indirectness, concealment, softness, low cost and high returns. Therefore, public diplomacy is highly valued by governments all over the world. And has gradually developed into a strategic tool for achieving diplomatic goals and a core component of modern national foreign policy. In recent years, governments and academics at all levels in our country have been constantly exploring the methods and paths of carrying out public diplomacy. Some achievements have been made. However, in theory, it is very immature and imperfect, and there are many confusion and misunderstandings in the implementation. By using the knowledge of public management, literature cases and other research methods, the paper studies the ways for local governments to carry out public diplomacy. It is of great practical significance to propagate the national image and promote the development of the whole local economy. This article takes the local government how to carry out the public diplomacy work as the main research object, first from the public diplomacy concept, the subject, the object and so on related theory, elaborated its and the traditional diplomacy, the folk diplomacy, the public affairs, the foreign propaganda, The differences and connections between cultural diplomacy and media diplomacy, widely absorbing and drawing lessons from the theoretical research results of western countries' public diplomacy, and comprehensively analyzing the present situation and existing problems of our country's current public diplomacy; secondly, Combined with the actual situation of Hohhot, this paper analyzes and studies the significance and advantages of public diplomacy in Hohhot by using the relevant knowledge of public management. Finally, the author puts forward his own opinions on the direction and measures of carrying out public diplomacy in Hohhot: further clear transformation of government functions, strengthening macro management, taking the government as the leading factor, encouraging and guiding various civil society organizations to actively carry out public diplomacy activities; To make use of international friendly cities, cultural and sports events, and other platforms to vigorously develop public diplomacy; to make good use of public diplomacy as a tool to publicize the current situation of Hohhot's development, to promote preferential investment policies, and to carry out public relations activities. To promote the economic and social development of Hohhot, open domestic information, and guide the mainstream media.
