试论胡锦涛和平外交思想

【摘要】：改革开放以来,中国经济保持快速、持续发展,综合国力不断增强,国际影响力与日俱增。我国的快速崛起引起了国际社会极大关注：中国将走什么样的发展道路、以什么样的方式影响世界?中国的发展壮大对世界是机遇还是威胁?一个强大的中国是否会引发新的战争?面对世界的疑惑与不安,需要我们作出明确的阐释。同时,经济全球化的深入发展使各国经济相互依存,和平、合作、发展已成为时代潮流。面对新形势,以胡锦涛为总书记的中国新一代领导人提出“和平发展道路”与“构建和谐世界”两大外交战略思想,这两大外交战略构成了系统、科学的胡锦涛和平外交思想体系,成为新时期指导中国外交的根本思想。和平发展道路体现了和平与发展的统一,其实质是争取和平的国际环境发展自己,同时又以自身的发展促进世界和平；建设和谐世界的构想是走和平发展道路的崇高目标,也是中国得以长期和平发展的外部条件,两者具在内在的必然的联系。本文从三个方面对新时期和平外交思想进行了探讨：第一章阐述了胡锦涛和平外交思想形成的时代背景与理论渊源。关于时代背景,经济全球化与世界多极化在曲折中深入发展；当今世界存在诸多不和谐,需要和平外交思维；实行和平外交是国内建设需要。关于理论渊源,马列主义和平思想是胡锦涛和平思想的的理论基础；中国传统和文化是胡锦涛和平外交思想的文化基础；新中国三代领导人和平外交思想是胡锦涛和平外交思想的直接理论来源。第二章阐述了胡锦涛和平外交思想内容。和平发展道路与和谐世界理念两大外交战略构成了胡锦涛和平外交思想的科学体系,二者即有区别,又有内在的必然的联系。第三章阐述胡锦涛和平外交思想的时代特色与时代价值。胡锦涛执政以来,更加注重以人为本,积极有所作为,大力推行公共外交,形成了新时期独具特色的中国外交。进一步丰富和拓展了我国和平外交理论与实践；为新兴国家实现崛起提供了新模式,开辟了新道路；有利于驳斥甚嚣尘上的“中国威胁论”,增进世界对中国了解；提高了中国在国际上的话语权,有利于提升中国的国家形象和国际影响力。
[Abstract]:Since the reform and opening up, China's economy has maintained rapid and sustained development, comprehensive national strength has been increasing, and international influence is growing day by day.The rapid rise of our country has aroused great concern from the international community: what kind of development path will China take and in what way will it affect the world?Is China's growth an opportunity or a threat to the world?Will a strong China spark a new war?In the face of the world's doubts and uneasiness, we need to make a clear explanation.At the same time, with the development of economic globalization, economic interdependence, peace, cooperation and development have become the trend of the times.In the face of the new situation, the new generation of Chinese leaders, with Hu Jintao as general secretary, put forward two major diplomatic strategic ideas of "the road of peaceful development" and "building a harmonious world," which constitute a system.The scientific system of Hu Jintao's peaceful diplomacy has become the fundamental thought guiding China's diplomacy in the new period.It is also the external condition for China to develop peacefully for a long time.This paper probes into the thought of peace diplomacy in the new period from three aspects:The first chapter expounds the background and theoretical origin of Hu Jintao's thought of peaceful diplomacy.With regard to the background of the times, economic globalization and multipolarization of the world are developing in a tortuous and tortuous way; there are many discordances in the world today, which require peaceful diplomatic thinking; and the practice of peaceful diplomacy is the need of domestic construction.As for the theoretical origin, Marxism-Leninism peace thought is the theoretical basis of Hu Jintao's peace thought, Chinese tradition and culture are the cultural basis of Hu Jintao's peace diplomacy thought.The three generations of New China leaders' thought of peaceful diplomacy is the direct theoretical source of Hu Jintao's thought of peaceful diplomacy.The second chapter expounds Hu Jintao's thought of peaceful diplomacy.The two diplomatic strategies of peaceful development and harmonious world constitute the scientific system of Hu Jintao's thought of peaceful diplomacy.The third chapter expounds the epoch characteristics and times value of Hu Jintao's thought of peaceful diplomacy.Since Hu Jintao came to power, he has paid more attention to people-oriented, made positive achievements, vigorously promoted public diplomacy, and formed the unique Chinese diplomacy in the new period.It further enriches and expands the theory and practice of China's peaceful diplomacy, provides a new model and a new road for the rising of new countries, and is conducive to refuting the rampant theory of "China threat" and enhancing the world's understanding of China.It enhances China's right to speak internationally and promotes China's national image and international influence.
