【摘要】：为摆脱海外战争的泥潭和经济衰退的阴影，重振美国在世界格局中的领导地位，奥巴马政府对美国国家安全战略进行大刀阔斧的调整，对世界各国尤其是正在崛起的中国产生不可低估的影响。深入研究奥巴马政府国家安全战略的战略背景、战略举措、战略意图及其战略影响，对深化安全战略理论与实践研究，维护世界和亚太地区和平稳定，捍卫我国国家主权与领土完整，具有重大而深远的意义。美国国家安全战略的形成与发展，是随着国家实力和世界格局的变化而变化的。“9·11”事件发生后，小布什政府发动全球反恐战争，美国开始在全球范围内进行新一轮战略扩张，导致美国霸权实力走向相对衰弱。奥巴马政府上台后，，从经济、军事、外交等领域对美国国家安全战略进行一系列重大调整，其根本目标是维持美国在世界格局中的霸权地位，巩固和拓展美国的霸权利益和战略影响力。与小布什政府相比，奥巴马政府摒弃了单边主义安全战略，在战略途径上更加注重利用多边机制，注重树立“多伙伴”外交理念，注重运用战略“巧实力”，但其战略调整仍未摆脱霸权主义战略思维和行为模式。在全球战略部署上，奥巴马政府着力推进美国“重返亚太”，积极参与和影响亚太地区政治经济一体化进程，力图收复战略“失地”，维护美国在亚太地区的主导地位。面对美国“重返亚太”和复杂多变的安全形势，中国应当坚持走和平发展道路，加强与亚太各国的友好合作关系，妥善处理中美两国“和而不同，斗而不破”的合作伙伴关系，同时积极拓展和深化军事斗争准备，坚定维护可以大有作为的重要战略机遇期。
[Abstract]:In order to free itself from the quagmire of war abroad and the shadow of economic recession and to reinvigorate the leading position of the United States in the world pattern, the Obama administration has made drastic adjustments to the national security strategy of the United States.The impact on the world, especially the rising China, cannot be underestimated.The in-depth study of the strategic background, strategic initiatives, strategic intent and strategic impact of the Obama administration's national security strategy will deepen the theoretical and practical research on the security strategy and maintain peace and stability in the world and the Asia-Pacific region.Safeguarding our national sovereignty and territorial integrity is of great and far-reaching significance.The formation and development of the US national security strategy changed with the change of national strength and world pattern. After the "9 / 11" incident, the Bush administration launched the global war on terrorism.The United States began a new round of strategic expansion on a global scale, resulting in a relative decline in American hegemonic power.Since the Obama administration came to power, it has made a series of major adjustments to the US national security strategy in the fields of economy, military, foreign affairs, etc. Its fundamental goal is to maintain the hegemonic position of the United States in the world structure.Consolidate and expand the hegemonic interests and strategic influence of the United States.Compared with the Bush administration, the Obama administration has abandoned the security strategy of unilateralism and paid more attention to the use of multilateral mechanisms, the establishment of the concept of "multi-partner" diplomacy, and the use of strategic "skillful power" in the strategic approach.However, its strategic adjustment is still not free from hegemonism strategic thinking and behavior model.In terms of global strategic deployment, the Obama administration has made great efforts to push the United States to "return to the Asia-Pacific region," actively participate in and influence the process of political and economic integration in the Asia-Pacific region, strive to recover the strategic "lost ground", and safeguard the leading position of the United States in the Asia-Pacific region.In the face of the "return of the United States to the Asia-Pacific region" and the complex and changeable security situation, China should adhere to the road of peaceful development, strengthen friendly and cooperative relations with Asia-Pacific countries, and properly handle the cooperative partnership between China and the United States, which is "harmonious but different, but not broken."At the same time, we should actively expand and deepen preparations for military struggle and firmly maintain an important period of strategic opportunity in which great achievements can be made.
