奥巴马政府的东南亚政策研究

【摘要】:基于东南亚经济的活跃和战略地位的上升,以及东南亚地区发展动向的复杂性、多样性和不确定性,为了维持和巩固美国在东南亚地区的战略利益,在继承布什政府地区战略遗产的基础上,奥巴马新政府对东南亚政策进行了大幅度的调整。通过发展与东盟国家的经贸合作、进行政治对话与推进民主和继续增强在东南亚地区的军事存在等一系列举措,重塑美国形象和扩张影响力,基本完成了以全面性接触为特征的东南亚战略布局。奥巴马政府对东南亚政策的调整受到多重因素的影响,在全球和地区因素大背景的基础上,强调了美国国内因素和奥巴马本人政策导向对政策制定的局限,着重提及了中国在东南亚地区软实力的提升对美国战略调整的影响。中国经济上的崛起和军事力量的提升,使其在东南亚影响力的扩大对美国在该地区的战略利益构成威胁,担心中国对东南亚事务的参与是在挑战美国在该地区的主导权。奥巴马政府对东南亚政策的调整,很大程度上以削弱中国在该地区的影响力和牵制中国的和平崛起为意图。奥巴马政府对东南亚政策的调整对东南亚权力格局演变和地区安全秩序塑造产生了诸多影响。在加强地区稳定、促进经济发展及增强军事实力和维持东盟进一步推行大国平衡战略方面起到积极作用,但同时加剧了东南亚地区合作机制主导权之争。然而,美国东盟关系的发展存在较多的局限性,决定了这种影响的有限度。对中国而言,美国调整东南亚政策,给中国外交政策带来了挑战,尤其在目前备受关注的南海问题上,美国加大对东南亚事务的介入,增加了中国妥善解决南海问题的难度,使南海的安全形势更为复杂化。鉴于东南亚地区固守的“大国平衡战略”和美国——东盟关系发展中多种因素的制约,对中国不会产生较多实质性的影响。
[Abstract]:In order to maintain and consolidate the strategic interests of the United States in Southeast Asia, in view of the dynamism of the Southeast Asian economy and the rising strategic position, as well as the complexity, diversity and uncertainty of the development trends in the Southeast Asia region,On the basis of inheriting the strategic heritage of the Bush administration in the region, the new Obama administration has greatly adjusted its Southeast Asia policy.By developing economic and trade cooperation with ASEAN countries, conducting political dialogue and promoting democracy, and continuing to strengthen the military presence in Southeast Asia, and so on, to reshape the image of the United States and expand its influence,The strategic layout of Southeast Asia characterized by comprehensive contact has been basically completed.The adjustment of the Obama administration's Southeast Asia policy is affected by many factors. On the basis of the background of global and regional factors, the Obama administration emphasizes the limitations of the domestic factors in the United States and Obama's own policy direction on policy making.The influence of China's soft power in Southeast Asia on the strategic adjustment of the United States is emphasized.China's economic rise and rising military power threaten the strategic interests of the United States in Southeast Asia, fearing that China's involvement in Southeast Asia is a challenge to American dominance in the region.The Obama administration's policy shift to Southeast Asia has largely been aimed at weakening China's influence in the region and containing its peaceful rise.The Obama administration's adjustment of Southeast Asia policy has had many influences on the evolution of power pattern and the shaping of regional security order in Southeast Asia.It plays a positive role in strengthening regional stability, promoting economic development and strengthening military strength and maintaining ASEAN's further implementation of the great power balance strategy, but at the same time, it intensifies the dispute over the leading power of Southeast Asian regional cooperation mechanism.However, there are many limitations in the development of American ASEAN relations, which determines the limitation of this kind of influence.For China, the US adjustment of its Southeast Asia policy has brought challenges to China's foreign policy. Especially on the South China Sea issue, which has received much attention at present, the United States has stepped up its involvement in Southeast Asian affairs, making it more difficult for China to properly resolve the South China Sea issue.It complicates the security situation in the South China Sea.In view of the "great power balance strategy" in Southeast Asia and the restriction of many factors in the development of U.S.-ASEAN relations, there will be no substantial influence on China.
