国际政治视阈中的“和而不同”

【摘要】:西方国际政治理论认为当前国际关系表现出如下特点:文明间冲突和对立问题凸显;社会主义与资本主义有着天生的不可调和的矛盾;西方具有非西方不可相比的文化优势。西方世界的代表一美国对非民主国家进行制裁和打击,在当前,这种方式越来越隐蔽,突出的表现为文化侵蚀、经济制裁等方式。无论西方国际政治理论的自由主义政体和平观、新自由主义民主和平论、现实主义权力政治观、新现实主义结构说、建构主义“共有观念”概念等都无一例外显示出其狭隘的“化敌为我”的思维方式。在现实解释层面、西方国际政治理论也越来越显示出不适应性。西方国际政治理论应该反思,认识到自身存在的问题。西方国际政治理论在方法论上的数理推理、定量分析法和在现实层面对于制度法律完善的追求都值得国际政治理论学者坚持和学习,但理论逻辑起点的不完整性和狭隘性却是西方国际政治理论的硬伤。 中华文化中的“和而不同”思想提供了一种新的思路,对国际政治理论整体发展具有促进作用。“和而不同”发轫于中国传统文化,其相关思想亦在西方文明中有所彰显。它提供了一种不同于西方国际政治理论的逻辑,以“个人一家庭一国家一天下”为理论的哲学逻辑,以“平等”、“民主”、“合作”、“发展”为相关核心理念的关于世界、关于人类的包容性思想。它与西方国际政治显著不同的地方在于:以修身的个人主义为起点,以“家庭”为纽带,以“天下”为逻辑终点。家庭意味着爱、责任和包容,“天下”概念则大于传统西方国际政治理论以“民族国家”为逻辑终点的概念,在理论上保持了完整性。“天下”概念冲破了西方国际政治理论中“民族国家”狭隘的理论视野。 当前国际政治理论要发展,西方国际政治理论应该与“和而不同”思想融通。融通的途径包括:首先、分析框架上,修正西方国际政治理论个体-团体-民族国家的逻辑体系,试图将西方国际政治理论“化敌为我”转化成“和而不同”思想下的“化敌为友”的思维;其次,在平等、合作、民主、和平理念上,二者相互借鉴与学习;最后,在研究方法上,重科学精神的同时,也给予人文精神足够的关注。“和而不同”理念倡导的平等、合作、发展、互助等众多理念是与和谐世界相一致的。 在构建和谐世界的今天,反对霸权和强权政治、新安全观、发挥国际组织的作用,积极促进区域的一体化进程是和谐世界的有力保障。
[Abstract]:The western international political theory holds that the current international relations have the following characteristics: the conflicts between civilizations and the problems of opposition are prominent; socialism and capitalism have inherent irreconcilable contradictions; the West has cultural advantages that are not comparable to those of the West.The representative of the Western world, the United States, sanctions and strikes against non-democratic countries. At present, this way is becoming more and more hidden, with prominent manifestations such as cultural erosion, economic sanctions, and so on.No matter the western international political theory's view of peace of liberal polity, neoliberal democratic theory of peace, realistic political view of power, neo-realism structure,The concept of "shared concept" of constructivism shows its narrow thinking mode of "turning enemy into self" without exception.At the level of realistic explanation, western international political theory also shows more and more inadaptability.Western international political theory should reflect and realize its own problems.The mathematical reasoning, quantitative analysis and the pursuit of the perfection of system and law in the western international political theory in methodology are worthy of international political theorists' persistence and study.However, the incompleteness and parochialism of the starting point of theoretical logic is the bruise of western international political theory.The idea of "harmony without difference" in Chinese culture provides a new way of thinking and promotes the overall development of international political theory."Harmony but difference" originates from Chinese traditional culture, and its related thoughts are also manifested in Western civilization.It provides a logic different from that of western international political theory, a philosophical logic based on the theory of "one individual, one family, one country, one day", and a world in which "equality", "democracy", "cooperation" and "development" are the relevant core concepts.The idea of human inclusiveness.The obvious difference between it and western international politics lies in that it takes self-cultivation individualism as the starting point, "family" as the link and "the world" as the logical end point.Family means love, responsibility and tolerance. The concept of "world" is larger than that of the traditional western international political theory, which takes "nation state" as the logical end point, and maintains the integrity in theory.The concept of "world" breaks through the narrow theoretical field of "nation state" in western international political theory.In order to develop the current international political theory, the western international political theory should blend with the thought of "harmony but difference".The ways of fusion include: first, in the framework of analysis, to revise the logic system of individual-group-nation state in western international political theory.Trying to transform the western international political theory of "turning the enemy into me" into the thinking of "turning enemies into friends" under the thought of "harmony but difference"; secondly, learning from each other in the concepts of equality, cooperation, democracy and peace; finally,In the research method, the scientific spirit, but also to give sufficient attention to the humanistic spirit.The concept of equality, cooperation, development, mutual aid and so on is consistent with the harmonious world.In today's construction of a harmonious world, opposing hegemony and power politics, new security concepts, giving play to the role of international organizations and actively promoting the process of regional integration are the strong guarantees of the harmonious world.
