海峡两岸在联合国问题上的斗争研究

【摘要】:联合国代表权问题是海峡两岸关系问题中一个比较复杂的、敏感的问题。1971年26届联大召开之前,海峡两岸在联大斗争的焦点集中在谁代表中国的主权问题上;80年代以来,海峡两岸在联大斗争的焦点集中在“重返联合国”和反对重返问题上。研究海峡两岸在联合国代表权问题上的斗争,必须放在复杂的国际背景下进行分析。 本文对不同时期两岸关于联合国代表权问题的斗争进行梳理,力图探寻两岸在联合国问题上的症结所在,进一步化解两岸之间在联合国问题上争论,开创两岸和平发展新局面。 第一部分:着重论述了中国加入联合国问题的缘起。1949年中华人民共和国的成立和国民党败退台湾,使中华人民共和国成为中国唯一合法的政府,台湾当局在美国的支持下不愿放弃其在联合国的代表权,从而使海峡两岸在联合国代表权问题上展开了激烈的斗争。 第二部分:着重论述了40年代末至50年代初海峡两岸围绕联合国代表权的斗争。由于国共两党内战与美国插手中国事务,致使海峡两岸形成了政治、军事对峙,在联合国的斗争主要围绕谁是中国的“合法代表”。由于以美国为首的西方国家对中国联合国代表权横加干涉,致使中华人民共和国的代表权长期被搁置。 第三部分:着重论述了60年代中期至70年代初海峡两岸围绕加入联合国而展开的斗争。这一时期由于国际形势变化,联合国内部格局也发生了变化,美国对华政策发生重大转变,致使联合国“2758号决议”终于恢复了中华人民共和国在联合国的合法席位。 第四部分:着重论述了80年代末至90年代两岸之间围绕台湾“重返联合国”问题展开的斗争。主要论述了李登辉执政时期妄图利用“重返联合国”达到分裂国家,制造“一中一台”的目的。中国政府始终坚持“一个中国”原则,反对任何形式的分裂活动。 第五部分:着重论述了新世纪以来两岸之间围绕台湾“重返”与“加入”联合国问题展开的斗争。以陈水扁为代表的民进党执政后,同样利用联合国代表权问题进行一系列分裂国家活动。国民党重新执政后,提出“外交休兵”政策,不再提台湾加入联合国的问题,有利于两岸关系走向缓和。 总之,两岸之间只有坚持一个中国原则,反对任何形式的分裂活动,才能抓住机遇,迎接挑战,创造解决台湾问题的新途径,促进祖国早日实现统一。
[Abstract]:The question of the representation of the United Nations is a relatively complex and sensitive issue in cross-strait relations. Before the convening of the 26th session of the General Assembly in 1971, the struggle between the two sides of the Taiwan Strait focused on the question of who represents China's sovereignty since the 1980s.The struggle between the two sides of the strait at the UN General Assembly focuses on the issue of "return to the UN" and opposition to it.The study of the struggle between the two sides of the Taiwan Strait in the United Nations must be analysed in a complex international context.This paper combs the struggle between the two sides of the strait on the issue of UN representation in different periods, tries to find out the crux of the UN issue between the two sides of the strait, further resolves the dispute between the two sides on the UN issue, and opens up a new situation for the peaceful development of the two sides of the strait.The first part focuses on the origin of China's accession to the United Nations. The founding of the people's Republic of China in 1949 and the defeat of the Kuomintang in Taiwan made the people's Republic of China the sole legitimate government of China.The Taiwan authorities, with the support of the United States, are unwilling to give up their representation in the United Nations, which has led to a fierce struggle between the two sides of the Taiwan Strait on the issue of representation in the United Nations.The second part focuses on the struggle between the two sides of the Taiwan Strait around the representation of the United Nations in the late 1940s and early 1950s.As a result of the civil war between the Kuomintang and the Communist Party and the intervention of the United States in China's affairs, the two sides of the Taiwan Strait have become political and military confrontations, and the struggle at the United Nations revolves around who is China's "legitimate representative."The United States-led western countries have interfered with China's representation in the United Nations, which has caused the people's Republic of China's representation to be shelved for a long time.The third part focuses on the struggle between the two sides of the Taiwan Strait to join the United Nations from the mid-1960s to the early 1970s.During this period, due to the changes in the international situation, the internal structure of the United Nations has also changed, and the United States' China policy has undergone a major change, resulting in the United Nations "Resolution 2758" finally restoring the legitimate seat of the people's Republic of China in the United Nations.The fourth part focuses on the struggle between the two sides of the strait around Taiwan's return to the United Nations in the late 1980s and 1990s.This paper mainly discusses Li Denghui's attempt to use "return to the United Nations" to split the country and create "one China, one Taiwan".The Chinese government has always adhered to the one-China principle and opposed any form of separatist activities.The fifth part focuses on the struggle between the two sides over Taiwan's "return" and "accession" to the United Nations since the new century.The DPP, represented by Chen Shuibian, has also used the UN representation to carry out a series of separatist activities.After the KMT returned to power, it put forward the policy of "diplomatic withdrawal of troops" and stopped mentioning the issue of Taiwan's entry into the United Nations, which was conducive to the relaxation of cross-strait relations.In short, only by adhering to the one-China principle and opposing any form of separatist activities can the two sides seize the opportunity, meet the challenges, create a new way to resolve the Taiwan issue, and promote the early reunification of the motherland.
