【摘要】：国家安全利益是安全环境、国际规范、国家身份和安全观念共同作用的结果,是洞悉民族国家间互动态势、博弈过程的重要视角之一,反映民族国家谋求安全、护持利益的源动力。中国东北亚国家安全利益亦然。本文的写作初衷是探寻21世纪初中国东北亚国家安全利益的生成机制、基本内涵,阐明其外部环境和内在需求的新变化以及护持问题。论文首先阐述了中国东北亚安全环境、国家身份、国家安全观念与国家安全利益的互动关系,从内涵、重要性和紧迫性三个角度划分中国东北亚国家安全利益,并探讨了东北亚安全环境下中国国家安全利益护持模式的选择问题,这是本文的理论分析框架。据此,文章论证了21世纪初东北亚安全格局的特征,东北亚安全格局与大国间安全利益的博弈,推导出中国东北亚国家安全利益面临的主要挑战因素;分析了在中国崛起进程中,中国国家身份的调整、中国国家安全观的新主张及其实践,并从中国东北亚国家安全利益的关注重点和实现手段两个角度诠释其新变化;依据中国东北亚国家安全利益设定的衡量标准,制定出切合实际的、最优化的实现目标,并提出涉及政治、军事、经济和外交四个方面的安全策略;选取钓鱼岛主权问题作为本文的案例进行分析,阐述了中、日、美对钓鱼岛主权归属的主张、钓鱼岛涉及的中国东北亚国家安全利益、中日在钓鱼岛问题上的博弈,提出了钓鱼岛主权护持的一些思考和展望。论文最后指出,中国坚持走独立自主的和平发展道路,遵从互信、互利、平等、协作的新国家安全观,东北亚国家安全利益的目标和实现方式是具有建设性和合作性的。在现阶段,中国东北亚国家安全利益的护持过程虽充满艰辛和曲折,但其最终实现如同中国崛起一样,将是一个不可阻挡的时代趋向。
[Abstract]:National security is the security environment, the international standard, the interaction of national identity and sense of security is the result of interaction between countries, insight into the situation, one of the important perspective of the game process, reflect the national power to seek security and interests. Chinese national security interests in Northeast Asia and vice versa. The purpose of this article is to explore the formation mechanism of Chinese, Northeast Asian security interests of countries in the early twenty-first Century to clarify its basic connotation, the new changes in the external environment and internal needs and protect the problem. This paper first describes the Chinese Northeast Asian security environment, national identity, from the connotation of interaction between the concept of national security and national security interests of the three aspects of the importance and urgency of Chinese northeast division sub national security interests, and discusses the selection problem of Chinese national security interests protection mode of the security environment in Northeast Asia, which is the theoretical analysis of this paper Frame. Accordingly, the article demonstrates the characteristics of the security pattern of Northeast Asia at the beginning of twenty-first Century, the game security interests pattern and powers between Northeast Asian security, the main challenges derived China Northeast Asia national security interests facing factors; analyzes the process in China rise, China national identity adjustment, new ideas and Practice of national security China view, and interpretation of the new changes from two angles of focus and implementation means Chinese national security interests in Northeast Asia; on the basis of national security interests in Northeast Asia China set standards, develop practical, to achieve the goal of optimization, and put forward involving political, military, security policy four aspects of economic and diplomatic selection; issue of sovereignty over the Diaoyu Islands as the case analysis, elaborated, day beauty claims of sovereignty over the Diaoyu Islands, the Diaoyu Islands to the North East Asia security Chinese countries Interest in the game on the Diaoyu Islands issue, the author puts forward some thinking and Prospect of maintaining the sovereignty of the Diaoyu Islands. At the end of this paper pointed out that the independent China adhere to the road of peaceful development, mutual trust and mutual benefit, equality, compliance, the new concept of national security cooperation in Northeast Asia, the interests of national security objectives and the implementation is constructive and cooperation. At this stage, protect the national security interests in Northeast Asia China process is full of hardships and setbacks, but ultimately as Chinese rise as the trend is an unstoppable era.
