大型活动恐怖袭击风险及其治理路径

【摘要】：21世纪以来,我国的大型活动数量和规模急剧增长,目前已经位居世界前列。然而,受国内外安全形势的影响,国内恐怖活动频繁,大型活动面临恐怖袭击风险。大型活动恐怖袭击风险具有不稳定性、可评价性、多样性、可治理性等特点,且具有一定的识别性。运用领结图模型对恐怖袭击的产生机理和风险因素进行解析,可以发现大型活动恐怖袭击风险源于恐怖活动的猖獗和安全管理的漏洞,治理大型活动恐怖袭击风险的有效路径在于源头治理、系统治理和依法治理。
[Abstract]:Since the 21 st century, the number and scale of large-scale activities in China have increased rapidly. However, under the influence of domestic and foreign security situation, domestic terrorist activities are frequent, and large-scale activities face the risk of terrorist attacks. The risk of large-scale terrorist attack is unstable, evaluable, diverse and treatable. By analyzing the mechanism and risk factors of terrorist attack, we can find that the risk of terrorist attack in large scale activities originates from the rampant terrorist activities and the loopholes of security management. The effective way to manage the risk of terrorist attack lies in source, system and law.
