中缅边界谈判研究

【摘要】：新中国成立之初,陆上国境线约有18000多千米,有15个接壤国家。中国与这些国家多少都存在边界问题。产生边界问题的原因总的来说有主观原因和客观原因。主观上,中国传统疆域观念使封建王朝统治者对边界划分并不重视;客观上,近代中国国力衰微,对边境地区控制放松使部分地区脱离政府管辖,西方列强的侵略也使中国由于签订不平等条约失去大量领土。《中缅边界条约》是新中国成立后与邻国签订的第一个边界条约,这一条约对解决中国与其他邻国的边界问题提供了良好的范例,同时,中国通过这一案例,使和平共处五项原则在国际上受到了广泛的认可。维护了中国周边稳定,为新中国的建设提供了良好的国际环境。另一方面,在中缅边界谈判直至最后达成条约的过程中,中国受自身外交政策,缅甸对华政策,国际局势等因素的影响,最终做出了实质性让步。这一让步作为先例使中国在之后的边界谈判中失去一定优势。随着中国国力的不断增强,中国应该有更符合自身国际地位的方式来解决未定界问题。因此,对中缅边界谈判进行研究,或许会为处理其他边界问题带来一些启示。
[Abstract]:At the beginning of the founding of the people's Republic of China, there were more than 18000 kilometers of land borders and 15 bordering countries. China has some border problems with these countries. Generally speaking, there are subjective and objective reasons for boundary problems. Subjectively, the traditional Chinese concept of territory made the feudal rulers pay little attention to the demarcation of the border. Objectively, the decline of modern China's national strength and the relaxation of the control of the border areas made some areas out of government jurisdiction. The aggression of Western powers has also caused China to lose a great deal of territory because of the signing of unequal treaties. The China-Myanmar Border Treaty was the first border treaty signed with neighboring countries after the founding of New China. This treaty provides a good example of how to solve the border problem between China and other neighboring countries. At the same time, through this case, China has made the five principles of peaceful coexistence widely accepted in the world. It has maintained stability around China and provided a favorable international environment for the construction of new China. On the other hand, in the process of Sino-Myanmar border negotiation until the treaty was finally reached, China finally made substantial concessions under the influence of its own foreign policy, Myanmar's policy towards China and the international situation. This concession set a precedent for China to lose a certain advantage in subsequent border negotiations. With China's increasing national strength, China should have a more consistent international status to solve the undetermined problem. Therefore, the study of Sino-Myanmar border negotiations may bring some enlightenment to other border issues.
