从“双层博弈”理论看冲绳基地问题

【摘要】：安倍政府在冲绳美军基地搬迁问题上的博弈目的在于,借国内外"双层博弈",阐述"积极和平主义"特定逻辑。安倍提出的"积极和平主义"内涵具有不明确性。安倍政府亟须借助围绕基地问题的"双层博弈"等途径,建构全面指导日本内政外交的"积极和平主义",以期既能使基地博弈成为实现大国发展战略的一环,又能使"实现特定意义下的军事政治大国化"的政策逻辑得到具体"实践",影响并逐步成为日本社会的惯性思维,进而使人们无意识地忽略"确保日本安全"与"军事政治大国化"之间是否存在必然联系,安倍政府甚至可能因此获得更广泛的支持。
[Abstract]:The aim of Abe government's game on the relocation of American military base in Okinawa is to expound the specific logic of "positive pacifism" by using "two-layer game" at home and abroad. The connotation of positive pacifism put forward by Abe is ambiguous. It is urgent for Abe's government to construct a "positive pacifism" to guide Japan's domestic and foreign affairs by means of the "two-tier game" around the base issue, so as to make the base game become a link in the strategy of realizing the development of great powers. It can also make the policy logic of "realizing the military and political power in a specific sense" get concrete "practice", and influence and gradually become the inertia thinking of Japanese society. This, in turn, unconsciously ignores whether there is an inevitable link between "ensuring Japan's security" and "becoming a military-political power", which may lead to broader support for Abe's government.
