【摘要】："四个全面"战略布局是中国共产党领导中国人民实现中华民族伟大复兴中国梦的关键战略。对外工作历来是中国共产党治国理政体系的重要组成部分。"四个全面"战略布局的实施需要一个和平稳定的外部环境,对外工作的全面布局服从于、服务于"四个全面"战略布局;"四个全面"战略布局兼顾中国特色和世界潮流,体现中国与世界的深刻互动,同发展新时期中国特色大国外交、构建以合作共赢为核心的新型国际关系,是内在一致、互为增益的。"四个全面"战略布局引领的国家治理体系和治理能力现代化建设,与中国大国外交布局推动的新型国际关系建设和国际治理体系变革,共同构成了中国式治理的国内和国际内涵,为世界治理提供了来自中国的解决方案。

The implementation of the four comprehensive "strategic arrangements" requires a peaceful and stable external environment.
