【摘要】：随着全球化的深入进行，国际行为主体日益多元化，一些非国家行为体，尤其是以城市为代表的地方行为体在国际舞台上扮演越来越重要的角色。在中国，城市外交作为中央政府总体外交的重要组成部分，是随着中国城市与外国友好城市的建立而起步的，其萌生于地方政府的外事工作而又超越了外事工作的范畴。北京市政府工作报告提出把建设“世界城市”定为北京未来的发展方向，因而加大对北京城市外交的研究无疑有利于北京更好地“走向”世界，实现“世界城市”的发展目标。首先，本文在对当今国际关系理论中关于城市外交学说考察的基础上，以城市的国际行为为研究对象，阐述城市外交的兴起、定义与定位，并将城市外交与外交（总体外交）、公众外交、民间外交、地方外事等相关概念进行辨析。其次，在梳理北京市城市外交历史发展脉络，整理新世纪北京城市外交发展进程的大量数据的基础上，剖析出北京城市外交的特点，从主体身份的渊源、利益驱动渊源、发展路径三个方面初步描绘出北京城市外交的轮廓，表明在中国的现行体制下，地方政府开展城市外交活动从无到有，逐渐受人关注，公众的国际意识逐渐增强，，参与对外交往的积极性越来越高，日益影响到中央外交。同时地方政府的参与为中国国家外交提供了可资利用的渠道，丰富了外交的形式和内涵。最后，进一步提出了北京在开展对外交往上存在的问题和相应的对策建议。期望通过个案分析帮助更多城市决策者将城市的对外交往置于理论指导之下，同时也希冀对丰富我国现有的城市外交理论有所裨益。
[Abstract]:With the deepening of globalization, international actors are becoming more and more diverse, and some non-State actors, especially local actors represented by cities, play an increasingly important role in the international arena. In China, urban diplomacy, as an important part of the overall diplomacy of the central government, started with the establishment of Chinese cities and foreign friendly cities. It originated from the foreign affairs work of local governments and transcended the scope of foreign affairs work. The report of the Beijing Municipal Government proposed that the construction of "world city" should be regarded as the future development direction of Beijing, so it is undoubtedly beneficial for Beijing to "go to the world" and realize the development goal of "world city" by increasing the research on Beijing's urban diplomacy. First of all, on the basis of investigating the theory of city diplomacy in the theory of international relations, this paper discusses the rise, definition and orientation of city diplomacy, taking the international behavior of city as the research object. The related concepts of city diplomacy, general diplomacy, public diplomacy, folk diplomacy and local foreign affairs are analyzed. Secondly, on the basis of combing the historical development of Beijing's urban diplomacy and sorting out a large number of data on the development process of Beijing's urban diplomacy in the new century, this paper analyzes the characteristics of Beijing's urban diplomacy, from the origin of the subject identity and the source of interest drive. The outline of Beijing's urban diplomacy is preliminarily described in three aspects of the development path, which indicates that under the current Chinese system, the local governments' urban diplomacy activities began from scratch, gradually attracted people's attention, and the international consciousness of the public gradually increased. The enthusiasm for participating in foreign exchanges is getting higher and higher, and increasingly affecting central diplomacy. At the same time, the participation of local government provides the channel for China's national diplomacy, and enriches the form and connotation of diplomacy. Finally, the paper puts forward the problems and corresponding countermeasures. It is hoped that the case study will help more city decision-makers to put the foreign communication of cities under the guidance of theory, and at the same time, it is hoped that it will be beneficial to enrich the existing theories of urban diplomacy in China.
