中亚无核区问题研究

【摘要】：经过中亚五国历经十数年的艰辛谈判,2009年3月21日,北半球第一个人类居住区域的无核区条约——《中亚无核区条约》正式生效。这是世界第五个区域性无核区,也是无核区历史上具有里程碑意义的事件。在当前严峻的核扩散形势下,中亚无核区的创建对于国际安全和稳定无疑具有积极的推进作用,对于无核世界的建设也具有重要的借鉴意义。不同于其他地区,中亚曾经拥有核武器,得而复失,中亚无核区的建成因此非同凡响。本研究通过对苏联时期中亚五国的核地位、中亚五国寻求无核区建设的动因、无核区建设过程中的曲折与困难、无核区建设中国际社会的帮助与支持等问题进行研究,揭示了中亚五国特定的核不扩散立场、无核区在中亚成功建成的内外原因、以无核区作为安全保障的最佳路径时中亚五国的深层考虑、以及中亚无核区对地区和世界的意义。中亚无核区的建成对保障中亚地区与世界的安全与稳定都具有重要的意义,它使得中亚国家免遭核武器威胁,为中亚各国加强地区安全与合作创造了有利条件,提高了中亚各国的国际地位和国际影响力。尽管目前还没得到美国、英国、法国的消极安全保证,相信通过以后的协商,中亚无核区必将实现这一目标,造福于中亚及世界各国和人民。
[Abstract]:After more than ten years of hard negotiations among the five Central Asian countries, on March 21, 2009, the Treaty of the Central Asian Nuclear-Weapon-Free Zone, the first region inhabited by human beings in the Northern Hemisphere, entered into force. This is the fifth regional zone in the world and a landmark event in the history of the zone. In the current severe nuclear proliferation situation, the establishment of the Central Asian nuclear-free zone undoubtedly has a positive role in promoting international security and stability, and also has an important reference significance for the construction of a nuclear-free world. Unlike other regions, Central Asia once possessed and lost nuclear weapons, and the establishment of such a zone was remarkable. This study studies the nuclear status of the five Central Asian countries during the Soviet period, the motivation of the five Central Asian countries seeking for the construction of the zone, the twists and turns and difficulties in the process of the construction of the zone, the help and support of the international community in the construction of the zone, and so on. This paper reveals the specific nuclear non-proliferation position of the five Central Asian countries, the internal and external reasons for the successful establishment of the zone in Central Asia, the deep considerations of the five Central Asian States when taking the zone as the best path of security guarantee, and the significance of the zone to the region and the world. The establishment of a nuclear-free zone in Central Asia is of great significance to the security and stability of the Central Asian region and the world. It protects the Central Asian countries from the threat of nuclear weapons and creates favourable conditions for the Central Asian countries to strengthen regional security and cooperation. It has enhanced the international status and influence of the Central Asian countries. Although it has not yet received negative security assurances from the United States, Britain and France, it is believed that through future consultations, the Central Asian nuclear-free zone will surely achieve this goal and benefit all countries and peoples in Central Asia and the world.
