公众反恐防暴被害预防对策体系研究

【摘要】：国内外的经验表明,社会公众是反恐防暴的第一道防线。因此,增强和提高社会公众和潜在被害群体的防范意识、能力和技术,深入推进群防群治工作,是当前控制和预防恐怖活动和极端暴力犯罪案件频发、多发和减少人员伤亡的重要途径。在战略上,公众反恐防暴被害预防应确立专群结合、主动预防、教育预防、早期预防和综合预防的原则。在措施上,公众反恐防暴被害预防应分别从被害前、被害征兆阶段、被害中和被害后构建预防体系。
[Abstract]:Experience at home and abroad shows that the public is the first line of anti-riot defense. Therefore, to enhance and enhance the awareness, ability and technology of the public and potential victims, and to advance the work of mass prevention and control in depth, is the current frequent control and prevention of terrorist activities and cases of extreme violent crimes.
