中国与哈萨克斯坦能源合作探析

【摘要】：在如今国内经济快速发展和人民生活水平日益提高的形势下，中国对能源，特别是对石油和天然气的需求急剧加大。但受到储量的限制，国内石油和天然气生产的速度远远赶不上对其需求增加的速度。巨大的能源缺口使得我国的石油和天然气对外依存度持续加大。近年来，中国已成为世界和地区市场的重要经济参与者，同时哈萨克斯坦也与世界各大经济体建立了互利互信的战略合作伙伴关系。由于地缘的因素，中国是哈萨克斯坦自然的重要合作伙伴，随着哈萨克斯坦石油开采能力的不断增强，哈萨克斯塔的石油产量在国际石油市场上的份额也越来越大。而中国自1993年成为石油净进口国，到目前为止，作为仅次于美国的第二大石油消费国，中国同时也已成为世界上第三大石油进口国，仅次于美国和日本。哈萨克斯坦作为中国的邻国，凭借两国之间各方面的有利条件，使其自然资源在中国能源战略中的地位变得越来越重要。两国利用各自优势，寻找合作契合点，不断扩大两国的能源领域的合作空间。本文主体分为五个部分，通过对中哈能源合作的现状、挑战以及重要性的分析，提出了对未来两国能源合作领域的走向的思考和建议。主要研究内容如下：第一部分，首先从理论角度对能源的经济属性和政治属性进行分析，得出能源在国家战略格局中的重要地位。其次是阐述能源对国际政治格局的影响力，从而得出能源在国际战略格局中的重要地位。第二部分先是对中哈两国的能源现状、能源外交政策以及两国能源安全面临的国际环境进行了比较分析。第三部分分析了两国的能源合作模式特别是中哈石油管线对中哈能源合作起到的积极促进作用。第四部分叙述了中哈能源合作中存在的制约因素，主要是美俄欧盟日本等大国在哈萨克斯坦与中国展开的能源竞争，，此外还有哈萨克斯坦国内能源政策的阻力以及中国自身条件等因素。第五部分是对中哈能源合作提出了几点建议。
[Abstract]:With the rapid development of the domestic economy and the increasing living standards of the people, China's demand for energy, especially oil and gas, is sharply increasing. However, under the limit of reserves, the speed of domestic oil and gas production is far from increasing the speed of its demand. The external dependence of natural gas continues to increase.
In recent years, China has become an important economic participant in the world and regional markets. At the same time, Kazakhstan has also established a mutually beneficial and mutually trusted strategic partnership with the major economies of the world. Because of the geographical factors, China is an important partner of Kazakhstan's nature, with the increasing capacity of Kazakhstan's oil exploitation, Kazakhstan's oil production in the international oil market is also growing. China has become a net importer of oil since 1993, and so far, as the second largest oil consumer after the United States, China has also become the world's third largest oil importer, second only to the United States and Japan. Kazakhstan is China. The neighbouring countries, by virtue of the favorable conditions between the two countries, make their natural resources more and more important in China's energy strategy. The two countries use their respective advantages to find cooperation points and expand the cooperation space in the energy field of the two countries.
The main body of this paper is divided into five parts. Through the analysis of the status, challenges and importance of the cooperation between China and Kazakhstan energy, this paper puts forward some thoughts and suggestions on the future trend of energy cooperation in the two countries. The main contents are as follows: first, the economic properties and political attributes of energy are analyzed from the theoretical point of view, and the energy is obtained. The important position of the national strategic pattern is to elaborate the influence of energy on the international political pattern, and then draw the important position of energy in the international strategic pattern. The second part is the comparative analysis of the energy status of China and Kazakhstan, the energy foreign policy and the international environment of the two countries' energy security. The third part is divided into two parts. The energy cooperation mode of the two countries, especially the Sino Kazakhstan oil pipeline, plays an active role in promoting the cooperation between China and Kazakhstan energy. The fourth part describes the constraints in the cooperation of China and Kazakhstan energy, mainly the energy competition in Kazakhstan and China, as well as the domestic energy of Kazakhstan. The fifth part is a few suggestions on energy cooperation between China and Kazakhstan.
