【摘要】： 中亚地区被誉为欧亚大陆的“心脏地带”与21世纪的“世界能源供应地”,具有重要的地缘政治价值和地缘经济价值,自古以来便是各种文明与列强逐鹿之所。新世纪伊始,中亚地区的战略作用日渐凸显,独特的地缘政治地位与重要的能源经济价值使其成为大国争夺的目标。作为“五大地缘战略棋手”之一的印度,在世界大国梦的引导下,不失时机地制订了中亚战略。印度与中亚在发展彼此之间的关系上有着现实的安全利益、经济利益和地缘政治利益等的需要。中亚与印度都是中国的近邻,中国格外关注印度在中亚的战略步伐。作为其地缘战略竞争对手的角色,不可否认印度的中亚战略势必给中国带来严重影响,中国应针对印度的中亚战略积极制定应对策略,确保中国在中亚的战略利益。论文比较全面系统的分析了新世纪印度的中亚战略,全文共分四部分论述,其中以第二和第三部分为主。第一部分阐述新世纪印度中亚战略形成的背景。分析了中亚在印度战略中的地位,探析了印度进入中亚的战略利益。第二部分具体分析新世纪印度中亚战略的内容及措施。首先,其战略内容主要是加强与中亚国家的政治、军事、安全和经济合作,以提升其国际地位；其次,分析了印度中亚战略的措施。第三部分分析了新世纪印度中亚战略的制约因素及发展前景。第四部分分析了新世纪印度的中亚战略对中国的影响及中国的应对策略。
[Abstract]:Central Asia is regarded as the "heartland" of Eurasia and the "world energy supply place" in the 21st century. It has important geopolitical value and geo-economic value. Since ancient times, it has been the home of all kinds of civilizations and powers. At the beginning of the new century, the strategic role of Central Asia is becoming more and more prominent, and its unique geopolitical status and important economic value of energy make it the target for great powers to compete for. As one of the five geo-strategic chess players, India, under the guidance of the dream of world powers, lost no time in formulating the strategy for Central Asia. India and Central Asia have realistic security interests, economic interests and geopolitical interests in the development of their relations. Central Asia and India are China's close neighbors, China pays special attention to India's strategic steps in Central Asia. As its geo-strategic rival, it is undeniable that India's Central Asia strategy will bring serious impact to China. China should actively formulate coping strategies in view of India's Central Asia strategy to ensure China's strategic interests in Central Asia. This paper systematically analyzes India's strategy of Central Asia in the new century. The thesis is divided into four parts, the second part and the third part. The first part expounds the background of the formation of India's Central Asia strategy in the new century. This paper analyzes the position of Central Asia in India's strategy, and probes into India's strategic interests in Central Asia. The second part analyzes the contents and measures of India's Central Asia strategy in the new century. Firstly, its strategic content is to strengthen the political, military, security and economic cooperation with the Central Asian countries in order to enhance its international status; secondly, the measures of India's Central Asia strategy are analyzed. The third part analyzes the constraints and prospects of India's Central Asia strategy in the new century. The fourth part analyzes the impact of India's Central Asia strategy on China in the new century.
