从乌克兰危机看德国外交政策的调整

【摘要】：2013年11月底以来,乌克兰危机不断发酵,此次危机虽然为当前默克尔领导下的大联合政府推行积极有为的外交政策开启了有利的"时机之窗",但它也是这一政策能否取得成功的"试金石"。文章首先分三个阶段梳理了德国在危机应对中的表现,指出德国在此次危机中积极斡旋,甚至扮演了某种领导角色。其后,分析了德国外交在乌克兰危机应对中得以积极有为的国际双边关系层面、欧盟层面以及德国国内层面的影响因素,最后指出了德国外交政策调整依然面临的诸多挑战。
[Abstract]:Since the end of November 2013, the crisis in Ukraine has been simmering. While the crisis has opened a "window of opportunity" for the current grand coalition under Merkel to pursue an active foreign policy, it is also a litmus test of the success of such a policy. This paper first analyzes the performance of Germany in crisis response in three stages, and points out that Germany has played a leading role in the crisis. After that, the paper analyzes the influence factors of German diplomacy in the international bilateral relations, the European Union and Germany's domestic level, and points out many challenges that Germany's foreign policy adjustment still faces.
