中国的“和谐世界”政策及其对中国—东南亚国家关系的启示

【摘要】：所谓的“中国威胁论”并无法解释近30年来中国经济的快速发展和中国与东南亚国家间的关系。中国所提出的“和谐世界”理念对其外交起指导作用，并积极强调和平、发展、合作的重要性。在这个过程中，和平发展、和平共处五项原则、双赢战略、经济上的合作与相互依赖已成为中国和东南亚国家的共识，双方都以此为基础来建设区域内国家间的和谐关系。本文旨在通过观察中国与东盟国家之间的交往来对中国的“和谐世界”外交理念作出评析，并批判某些国际关系学理论流派中关于“中国逐渐成为地区强权”的说法。此外，本文将解读中国在与东盟国家交往中所坚持的和平发展道路、和平共处五项原则以及双赢战略，并分析东盟国家的反应，以此来阐释中国的“和谐世界”理念及其对中国—东盟国家关系的启示。从东南亚国家的角度来看，中国作为一个强大的邻居在与东南亚建立和谐共荣关系方面始终发挥着积极且有效的作用。东盟将中国崛起更多的视为一种机遇，而非威胁。中国经济的发展越有成效，东盟国家就越能从中分享更多的利益。第一章引言大多数国际政治学者和国际关系流派都在不断探讨以下几个问题：什么样的体系最有利于全球和平与稳定？国家如何保障其安全并追寻其利益的最大化，而在此过程中为何许多国家选择了战争这种方式？本章将从研究现状、方法论和学术突破点等方面来对这些问题加以介绍。作者将结合规范性研究方法及历史回顾两方面来阐释中国的“和谐世界”理念及其对中国—东盟关系的启示。此外，本章将借鉴定性研究的方法，并参考包括期刊文章、出版物、杂志、报刊、书籍、网络资料在内的一系列二手资料。第二章文献综述在本章中，，作者将对国际关系理论进行相关的研究回顾，以此来对“和谐世界”、中国崛起以及中国与东盟关系正常化等问题加以解释。本章将从国际角度来审视中国的崛起，并用现实主义、自由主义、建构主义和英国学派等国际关系理论来解释所谓的“中国威胁论”，并给出作者自己的判断与观点。作为对中国威胁论的回应，本章将用“东南亚国家并未对中国加以制衡”这个事实来得出以下结论：主流国际关系理论难以解释中国经济的增长，也难以有效概括中国与东南亚国家关系正常化的进程。第三章理论框架从中国角度看，关注于“和平发展”与“和平崛起”的“和谐世界”概念是对所谓“中国威胁论”的有力回应。在本章，作者将借鉴主流国际关系理论中的现实主义、自由主义及建构主义来解读“和谐世界”理念与中国和东盟之间的关系。论文将界定“和谐世界”的概念，并突出胡锦涛所提倡的“和谐世界”概念的重要意义。不管作为一种文化还是哲学现象，“和谐世界”的概念对巩固和平与合作、发展中国—东盟间关系都有着不可替代的重要作用。本章搭建的理论框架将在国际关系研究的视角下推进对中国“和谐世界”概念的探讨，并阐明这种“和谐”理念对区域内和平发展道路的重大意义。第四章中国与东盟间关系的正常化：历史回顾本章第一部分将对邦交正常化后中国—东盟关系的历史加以介绍，并对其繁荣发展过程给予描述。在对这段历史加以回顾后，我们会对中国与东盟在南海的边界争端及相关的政治、安全领域问题有一个更加透彻的认识。在第二部分，本章将目光放到中国与东盟在经济领域的合作。最后，本章将从文化层面对中国与东盟的关系加以论述，并指出中国在发展与东盟国家关系时需要克服的若干障碍。第五章中国在东南亚践行“和谐世界”理念的几点启示本章将借助案例研究来对“和谐世界”理念及其对中国—东盟关系的启示加以支持。从规范原则的角度来看，我认为“和谐世界”理念可以有效的阐释中国—东盟关系。东盟将中国崛起更多的视为一种机遇，而非威胁。中国经济的发展越有成效，东盟国家就越能从中分享更多的利益。论文在这一部分将从中国外交的三个概念——和平发展、和平共处五项原则、双赢政策来分析“和谐世界”理念在中国—东盟关系中所发挥的影响，以此来回答两个关键问题：这种理念如何保障该区域的和平、稳定与各国经济的持续发展？东盟对中国的“和谐世界”理念作出了怎样的回应？
[Abstract]:From the perspective of South - East Asian countries , China has always played an active and effective role in establishing a harmonious co - prosperity relationship with Southeast Asia . In this process , China is regarded as an opportunity , not a threat , by observing the relationship between China and ASEAN countries . The more effective the development of China ' s economy , the more the ASEAN countries can share more benefits .

Chapter I Introduction

Most international political scholars and international relations schools are constantly exploring the following questions : what kind of system is most conducive to global peace and stability ? How do countries safeguard their security and pursue the maximization of their interests ? This chapter will explain China ' s concept of " harmonious world " and its implications for China - ASEAN relations . In addition , this chapter will draw on the methods of qualitative research and make reference to a series of second - hand information , including journal articles , publications , magazines , newspapers , books and network materials .

Chapter II Literature Review

In this chapter , the author will review the study of international relations theory to explain the problems of " harmonious world " , China ' s rise and normalization of China ' s relationship with ASEAN . This chapter will explain the so - called " China threat theory " from the international perspective and give the author ' s own judgment and viewpoint . As a response to China ' s threat theory , this chapter will draw the following conclusion : the mainstream international relations theory is difficult to explain the growth of China ' s economy , and it is difficult to outline the process of normalizing relations between China and Southeast Asia .

Chapter III Theoretical Framework

From the perspective of China , the concept of " harmonious world " , which focuses on " peaceful development " and " peaceful rise " , is a powerful response to the so - called " harmonious world " .

Chapter IV normalization of relations between China and ASEAN : historical review

The first part of this chapter will introduce the history of China - ASEAN relations after normalization of diplomatic relations and give a description of its prosperity and development . After reviewing this history , we will have a more thorough understanding of China ' s border dispute with ASEAN in the South China Sea and related political and security fields . In the second part , this chapter will focus on China ' s cooperation with ASEAN in the economic sphere . Finally , this chapter will discuss the relationship between China and ASEAN from the cultural level , and point out a number of obstacles that China needs to overcome in the development of relations with ASEAN countries .

Chapter Five Enlightenment of China ' s Concept of " Harmonious World " in Southeast Asia ;

This chapter will support the concept of " harmonious world " and its inspiration to China - ASEAN relations by means of case study . From the perspective of normative principles , I think that the idea of " harmonious world " can effectively explain China - ASEAN relations .
