欧盟对中国崛起的认知及中欧关系的发展

【摘要】:近几年,中国的快速发展和国际地位的不断提高,在国际社会上的影响力也在逐渐增强,但是我们所面临的国际环境却并不乐观,尤其是以欧美为代表的大国,对于中国的崛起充满疑虑。现实主义者认为一个大国的崛起必然会寻求与其实力相适应的国际权力,不论是在经济、政治还是在国际秩序及制度上的要求,如果需要,可能会发动战争来获得自身利益。对于未来的中国在国际社会上会是以怎样的身份来参与国际事务,不同的国家有着不同的立场和态度。但是作为国际规范倡导者和维护者的欧盟及美国,对于中国未来可能对国际规范、国际秩序所造成的威胁充满了恐惧。他们不希望一个挑战权威的大国的崛起。面对中国的威胁,欧盟及美国在近几年在对中国及亚太的政策方面都做了重大的调整。对于中国,欧盟主要是通过欧盟委员会的各种提案来干涉中国的内政,通过各种问题来牵制中国的力量,通过经贸关系对中国进行限制,在亚洲方面实施均衡策略。而美国则更多的是通过其军事力量,对中国进行威胁和牵制,在朝鲜半岛问题上,美国实行积极的军事政策,在中国南海对中国进行海上包围,在亚太战略上,加强与亚太地区的联系,增强其在地区影响力,防止中国在亚太地区的霸权建立。 面对世界主要力量对中国的遏制,中国不仅应该对自己有正确的认识,更应该关注世界各国对我们的认知和关注。虽然近几年,我们一直强调和平发展,但是我们应该考虑到世界其他国家是否承认或者相信未来中国是一个遵守国际规范和秩序的国家。尤其是作为一个被西方发达国家认为是非民主国家的大国,这种担忧也并不是没有道理的。因此我们现在所面临的问题也是中国外交中的困境,那就是如何让世界相信中国是一个和平的力量。这就需要我们在加强对外宣传,加强交流沟通,以及大力发展公共外交,树立中国的国际形象等方面做很大的努力。在很多时候我们要改变政策很容易,但是要改变舆论认识却很难。在加强国际社会对中国的认识方面,发挥我国的软实力非常重要。尤其是以中国古代文化为代表的软实力,是我们在打开世界认识中国大门的重要的钥匙。本文笔者,主要论述欧盟对中国崛起的认知,认知变化过程中出现的问题,并分析了导致这些问题的原因,接下来分析欧盟对中国政策的研究,包括欧盟对中国的政策趋向,以及欧盟制定对中国政策的形成原因。最后笔者通过对当今中欧关系发展的特征,未来的发展趋势以及应该怎样应对欧盟政策,提出笔者基本观点和看法,希望能为中欧双边关系的发展提供一种视角和一些启示。
[Abstract]:In recent years, with the rapid development of China and the continuous improvement of its international status, its influence in the international community has gradually increased, but the international environment we are facing is not optimistic, especially the big countries represented by Europe and the United States. Full of misgivings about China's rise. The realists believe that the rise of a great power is bound to seek international power commensurate with its strength, whether in economic, political, international order and institutional requirements, and, if necessary, to wage war to gain its own interests. Different countries have different positions and attitudes on how China will participate in international affairs in the future. But the European Union and the United States, as advocates and defenders of international norms, are full of fears about the threat that China may pose to international norms and the international order in the future. They do not want the rise of a power that challenges authority. In the face of China's threat, the European Union and the United States have made major changes in their policies towards China and the Asia-Pacific region in recent years. For China, the EU mainly interferes in China's internal affairs through various proposals of the European Commission, restrains China's power through various issues, restricts China through economic and trade relations, and implements a balanced strategy in Asia. On the other hand, the United States is more likely to threaten and contain China through its military force. On the Korean Peninsula issue, the United States has implemented an active military policy, surrounded China at sea in the South China Sea, and strategically placed it in the Asia-Pacific region. Strengthen ties with the Asia-Pacific region, strengthen its influence in the region, and prevent the establishment of China's hegemony in the Asia-Pacific region. In the face of the containment of China by the world's major forces, China should not only have a correct understanding of itself, We should pay more attention to the cognition and concern of all countries in the world. Although we have been emphasizing peaceful development in recent years, we should consider whether the rest of the world recognizes or believes that China will be a country that adheres to international norms and order in the future. Nor are such fears unjustified, especially as a power considered undemocratic by Western developed countries. So the problem we are now facing is also the dilemma in China's diplomacy: how to convince the world that China is a force for peace. This requires us to make great efforts in strengthening foreign propaganda, strengthening communication, and vigorously developing public diplomacy and establishing China's international image. In many cases it is easy to change policy, but it is difficult to change public opinion. In strengthening the international community's understanding of China, it is very important to give play to China's soft power. Especially the soft power represented by ancient Chinese culture is an important key to our understanding of China. In this paper, the author mainly discusses the European Union's cognition of China's rise and the problems in the process of cognitive change, and analyzes the causes of these problems, and then analyzes the EU's research on China's policy, including the European Union's policy trend towards China. And the formation of EU policy towards China. Finally, the author puts forward the author's basic views and views on the characteristics of the development of China-EU relations, the future development trend and how to deal with the EU policy, hoping to provide a perspective and some enlightenment for the development of China-EU bilateral relations.
