美国对上海合作组织的政策演变及中国对策研究

【摘要】：自2001年上海合作组织成立以来,中亚地区的战略地位进一步得到国际社会的关注。“9.11”事件发生后,反恐上升到美国全球战略的中心地位。由于中亚在地理位置上与美国的反恐战场相邻,美国对中亚的战略也作出了相应的调整。美国与上海合作组织因其自身的战略利益在中亚地区的交汇,拉开了双方在这一地区的进行博弈的序幕。本文主要采用文献研究、历史分析等方法对美国对上海合作组织的认知、政策发展及影响其政策改变的因素展开了较为系统而深入的考察和研究,同时在此基础上分析了这种政策演变对中国产生的影响预,并为中国的战略对策提供了合理的建议。笔者认为,尽管美国对上海合作组织一度持怀疑态度,但总体上来看两者的关系仍旧呈现出一种相对平稳的发展趋势。然而由于国际局势和大国博弈等诸多不确定因素的存在,未来美国与上海合作组织之间的关系不会一帆风顺,我们应对此有清醒的认识,并采取积极的应对策略,坚定不移地维护本国利益。为此,一方面要加强理论创新,坚持用和平发展与和谐世界的理念指导中国的对外交往；另一方面,在上海合作组织框架下与各成员国及利益相关国进行更为紧密的合作,一起推动利于全球和平与发展的国际新秩序的建立。
[Abstract]:Since the establishment of the Shanghai Cooperation Organization in 2001, the strategic position of Central Asia has been further paid attention to by the international community. After the "9.11" incident, anti terrorism has risen to the central position of the global strategy of the United States. With the cooperation of Shanghai Cooperation Organization in the Central Asian region due to its own strategic interests, it has opened the prelude to the game between the two sides in this region.
This article mainly uses literature research, historical analysis and other methods to make a systematic and thorough investigation and Research on the cognition, policy development and the factors affecting the policy change of the Shanghai cooperative organization in the United States. On the basis of this, it analyses the impact of this policy evolution on China, and provides the strategic countermeasures for China. A reasonable suggestion.
The author believes that although the United States has once been skeptical about the Shanghai cooperation organization, the relationship between the two is still a relatively stable trend. However, the relationship between the United States and the Shanghai cooperation organization will not be smooth due to the existence of many uncertain factors such as the international situation and the big power game. On the one hand, we should strengthen theoretical innovation and adhere to the concept of peaceful development and the harmonious world to guide China's foreign exchanges; on the other hand, it is more closely related to the member countries and interest related countries under the framework of the Shanghai cooperation organization. To promote the establishment of an international new order conducive to global peace and development.
