【摘要】：全球化和区域一体化的发展加剧了各种灾难的影响强度与范围,与此同时,全球社会也见证了大灾难之后国际社会的大规模人道主义援助,这种交互影响的情况增加了国家间交往的复杂性,而灾难外交的出现将提供一种非传统的外交方式,近年来每次大灾难之后,都引发学者和外交家对灾难是否会导致受灾地区冲突各方的合作,并进而带来和平的关注,但是,以往对灾难外交的研究都比较零散,没有形成统一的灾难外交概念和相应的理论体系。为了正确认识灾难外交的作用,进行系统综合的研究是必要的。本文旨在研究灾难对国际关系的影响,首先对灾难外交的概念进行界定,并通过正反案例的对比研究,阐明灾难是如何影响国家间和地区的冲突与合作的,为什么有些灾难改善了国家关系,促进了灾难相关行为体的长期合作,而有些灾难却加剧了冲突,通过分析找出影响灾难外交成功与否的关键因素,对灾难外交的功能进行辩证性分析,总结出灾难外交的发展模式。最后考察我国灾难外交的发展历程,并对未来我国开展灾难外交、促进国际关系的良性发展提出一些意见或建议。
[Abstract]:The development of globalization and regional integration has increased the intensity and scope of the effects of disasters, while the global community has witnessed massive humanitarian assistance by the international community in the aftermath of the catastrophe, This interaction adds to the complexity of inter-State interaction, and the emergence of disaster diplomacy will provide an unconventional form of diplomacy, following every major disaster in recent years. Both have aroused concern among scholars and diplomats about whether the disaster will lead to cooperation between the parties to the conflict in the affected area and thus to peace. However, previous studies on disaster diplomacy have been scattered. In order to correctly understand the role of disaster diplomacy, it is necessary to conduct systematic and comprehensive research. The purpose of this paper is to study the impact of disaster on international relations. Firstly, the concept of disaster diplomacy is defined, and through a comparative study of positive and negative cases, it is explained how disaster affects conflicts and cooperation between countries and regions. Why some disasters improve relations between States and promote long-term cooperation among disaster-related actors, while others exacerbate conflicts by analysing the key factors that affect the success of disaster diplomacy, The function of disaster diplomacy is analyzed dialectically, and the development mode of disaster diplomacy is summarized. Finally, the development course of China's disaster diplomacy is reviewed, and some suggestions or suggestions are put forward for the future development of disaster diplomacy and the promotion of the benign development of international relations.
