【摘要】： 对话交流是两国开展双边关系的重要方式。中美之间在各个领域的对话交流对促进中美关系的良性互动起到了积极的推动作用,同时由此产生的一系列对话机制则是双方对话交流的机制化和制度化,成为中美之间对话外交的重要组成部分。中美之间能否开展卓有成效的对话与交流、对话与交流的水平和程度,在某种意义上也是检验两国关系发展程度的重要指标。中国是世界最大的发展中国家,美国是世界最大的发达国家,中美关系的重要性己远远超出了双边范畴,而越来越具有全球意义。中国经济实力的不断增强以及由经济全球化带来的中美双方的相互依存也越来越深刻。两国在经济结构的互补性上不断上升,而对抗因素在不断减弱,对话与合作成为主流,中美关系的重要性也与日俱增。经过2009年的金融危机,中国已经成为美国的第二大贸易伙伴和最大的债权国,中美经济相互依存相互制约。在反对恐怖主义、防止核武器的扩散、应对全球变暖等非传统安全领域美国同样需要中国,中美两国越来越意识到双方在政治、经济、安全上的相互依赖程度明显加深,只有保持对话与合作才能促进自身利益的发展,而对抗和冲突则会给两国带来难以预料的不利后果。另一方面,两国间在政治、经济、军事等领域存在的分歧和不时涌现的问题,也要求两国在宏观层面进行更为深入的交流与合作。中美之间由于坚持长期对话,促进了中美关系在政治、经济等领域的具体的短期性合作升格为长期的战略合作的转变。中美建交以来双边关系的曲折发展中,双方一直坚持对话与接触,对话机制也从无到有,层次逐步提升,非常有力地推动了两国关系的健康发展。中美两国的对话外交,体现了如下作用:确保了中美交流渠道的畅通,防止对对方意图的误判,同时对中美关系起到了约束和规范的功能,防止中美双方采取极端措施。当然,中美对话外交的发展也受一些因素的制约。这些因素主要有:对话这一外交手段本身所带有的局限性及不稳定性;美国国内政治因素的干扰;中美之间的利益分歧等。对话外交以及由此形成的一系列的对话机制对于管理中美关系的良性发展起到了一定的作用,发展利用好对话外交有利于中国主动塑造中美关系,确保战略机遇期与和平发展的外部环境。
[Abstract]:Dialogue and exchange is an important way for the two countries to develop bilateral relations. The dialogue and exchanges between China and the United States in various fields have played a positive role in promoting positive interaction between China and the United States, while a series of dialogue mechanisms resulting from this have been the institutionalization and institutionalization of dialogue and exchange between the two sides. To become an important part of dialogue diplomacy between China and the United States. Whether or not China and the United States can carry out fruitful dialogue and exchange, the level and degree of dialogue and exchange is also an important indicator of the development of bilateral relations in a certain sense. China is the largest developing country in the world and the United States is the largest developed country in the world. China's growing economic power and the growing interdependence between China and the United States brought about by economic globalization are becoming more and more profound. The economic structure of the two countries is increasingly complementary, while confrontation is weakening, dialogue and cooperation are mainstreamed, and Sino-US relations are becoming increasingly important. After the financial crisis in 2009, China has become the second largest trading partner and largest creditor of the United States. The United States also needs China in such non-traditional security areas as combating terrorism, preventing the proliferation of nuclear weapons, and dealing with global warming. China and the United States are increasingly aware of the apparent deepening interdependence between the two sides in terms of politics, economy and security. Only by maintaining dialogue and cooperation can we promote the development of our own interests, and confrontation and conflict will have unpredictable adverse consequences for both countries. On the other hand, the differences between the two countries in the political, economic, military and other fields and emerging problems also require more in-depth exchanges and cooperation between the two countries at the macro level. The persistence of long-term dialogue between China and the United States has promoted the specific short-term cooperation between China and the United States in political, economic and other fields to be transformed into a long-term strategic cooperation. In the tortuous development of bilateral relations since the establishment of diplomatic relations between China and the United States, The two sides have always insisted on dialogue and contacts, and the dialogue mechanism has been gradually upgraded from scratch, which has greatly promoted the healthy development of bilateral relations. The dialogue diplomacy between China and the United States embodies the following functions: it ensures the smooth communication channels between China and the United States, prevents misjudgment of the other side's intentions, at the same time, it acts as a constraint and standard for Sino-US relations and prevents China and the United States from taking extreme measures. Of course, the development of dialogue diplomacy between China and the United States is also restricted by some factors. These factors mainly include: the limitation and instability of the diplomatic means of dialogue itself; the interference of domestic political factors in the United States; the differences of interests between China and the United States and so on. Dialogue diplomacy and the resulting series of dialogue mechanisms have played a certain role in managing the benign development of Sino-US relations. The development and utilization of dialogue diplomacy is conducive to China's initiative in shaping Sino-US relations. Ensure strategic opportunity period and external environment for peaceful development.
