中国周边外交新理念的国际话语权塑造

【摘要】：崛起大国的周边外交必须具备高度的战略格局与历史担当,积极探索相邻之道,才能稳定周边关系。鉴于此,周边外交新理念积极回应时代需求,推进"一带一路"等重大举措的落实,塑造周边外交新格局。即便如此,周边国家对中国周边外交转型依然抱有诸多疑虑,因此,如何提升周边外交新理念的国际话语权具有重大现实意义。首先,必须树立话语主体的战略自觉性。最高决策层视周边为重要战略支撑,将周边外交置于外交的首要地位,培育周边外交新理念的战略信誉,以强大的文化自信推动话语创新。其次,高质量的话语内容及其落实是塑造话语权的关键所在。"亲诚惠容"新理念内涵丰富、特色鲜明,能够有力回应现实问题,指导周边外交的新发展。与此同时,由于周边外交的复杂性与艰巨性,必须以高度的战略定力奉行周边外交新理念才能保持战略方向的清晰性与稳定性,取得实效。此外,周边外交新理念是传统政治理念与时代主流价值的深度融合,应通过健全的话语传播平台与合理的传播方式提升对周边国家的文化感召力,强化话语认同。简言之,提升周边外交新理念的国际话语权是塑造中国"周边观"的重要尝试,有待进一步研究。
[Abstract]:The peripheral diplomacy of the rising powers must have a high strategic pattern and historical responsibility, and actively explore the adjacent ways to stabilize the peripheral relations. In view of this, the new concept of peripheral diplomacy actively responds to the needs of the times, promotes the implementation of "Belt and Road" and other important measures, and shapes the new pattern of peripheral diplomacy. Even so, the neighboring countries still have a lot of doubts about the transformation of China's neighboring diplomacy, so it is of great practical significance to enhance the international discourse power of the new concept of peripheral diplomacy. First of all, we must establish the strategic consciousness of the discourse subject. The highest decision-making level regards the periphery as an important strategic support, puts the peripheral diplomacy in the primary position of diplomacy, cultivates the strategic credibility of the new concept of peripheral diplomacy, and promotes discourse innovation with strong cultural self-confidence. Secondly, high-quality discourse content and its implementation are the key to shaping discourse rights. " The new concept is rich in connotation and distinctive in characteristics, and can respond to practical problems and guide the new development of peripheral diplomacy. At the same time, due to the complexity and difficulty of peripheral diplomacy, we must pursue the new concept of peripheral diplomacy with a high degree of strategic determination in order to maintain the clarity and stability of the strategic direction and achieve practical results. In addition, the new concept of peripheral diplomacy is a deep fusion of the traditional political ideas and the mainstream values of the times. It is necessary to enhance the cultural appeal to the neighboring countries and strengthen the discourse identity through sound communication platform and reasonable communication methods. In short, it is an important attempt to shape China's "peripheral view" to promote the international discourse power of the new concept of peripheral diplomacy, which needs further study.
