维和人员性侵问题“零容忍”政策的困境及对策研究

【摘要】：联合国维和行动的一个主要职责是保护平民免受暴力侵害,然而,部分维和人员很快演变为施暴者。他们利用其地位和资源,对平民进行性剥削与性虐待。联合国虽然制定了关于性剥削与性虐待的"零容忍"政策,但维和人员性侵丑闻还是层出不穷。分析维和人员性侵问题现状和原因,初步探析了联合国"零容忍"政策及其困境,并提出了解决维和人员性侵问题的举措与建议。
[Abstract]:One of the main responsibilities of UN peacekeeping operations is to protect civilians from violence. However, some peacekeepers quickly turn out to be perpetrators. They use their status and resources to sexually exploit and abuse civilians. Despite the UN's zero-tolerance policy on sexual exploitation and abuse, sexual abuse scandals by peacekeepers continue to emerge. This paper analyzes the present situation and causes of the problem of sexual assault by peacekeepers, probes into the policy of "zero tolerance" and its predicament in the United Nations, and puts forward some measures and suggestions to solve the problem of sexual abuse by peacekeepers.
