新世纪印度对华政策对中印关系的影响

【摘要】：中印关系成为众多国际关系中的议题之一,对于亚太地区乃至世界的稳定和发展具有现实意义。新世纪印度渴望成为“有声有色的大国”。印度对华外交政策的根源在于对中国的国际地位和作用认识的局限性。印度资深外交官、前外长J·N·迪克西特认为“(中印两国)能否避免竞争的潜流和处于萌芽状态的怀疑,建立起持久的、积极的、稳定的双边关系?中国是否会鼓励支持在其南部边陲出现一个强大的印度?印度能否接受一个强大的中国在战略上主导印度洋地区的东南亚?”。[1]上述都将影响中印关系的发展和印度对华外交政策的趋向。本文通过综合考察新世纪印度对华政策的调整及其在政治、经济、安全、文化等各个方面对中印关系发展的影响,由此全面分析了我国政府对上述政策的策略,据此可以了解到中印关系的互动性。另外,本论文还梳理了影响中印关系发展的障碍性因素,分析了中印关系发展的未来趋势。但是中印两国存在着边界问题、西藏问题、意识形态等方面的差异,就不可避免的产生矛盾与分歧。但总体来看,共同的战略利益对中印关系的未来发展具有一定的决定作用。也就是本着相互尊重、搁置争议、求同存异的精神,努力寻求和扩大共同利益的结合点,中国与印度21世纪战略伙伴关系才能够朝着积极、健康的方向发展。
[Abstract]:The relationship between China and India has become one of the most important issues in international relations, which is of practical significance to the stability and development of the Asia-Pacific region and the world. In the new century, India aspires to become a "big country of great colours". The origin of India's foreign policy toward China lies in the limitation of its understanding of China's international status and role. J. N. J.N. Dixit, a senior Indian diplomat and former foreign minister, said: "can [China and India] avoid the submergence of competition and the nascent suspicion and build a lasting, positive and stable bilateral relationship?" Will China encourage support for a strong India on its southern border? Can India accept a strong China strategically dominating Southeast Asia in the Indian Ocean? "[1] all of these will affect the development of Sino-Indian relations and the trend of India's foreign policy toward China. Through a comprehensive study of the adjustment of India's China policy in the new century and its influence on the development of Sino-Indian relations in political, economic, security, cultural and other aspects, this paper comprehensively analyzes the Chinese government's strategy for the above policies. On this basis, we can understand the interaction between China and India. In addition, this paper also combs the obstacle factors that affect the development of Sino-Indian relations, and analyzes the future trend of the development of Sino-Indian relations. However, there are some differences between China and India, such as border problems, Tibet issues, ideology and so on, which inevitably lead to contradictions and differences. But generally speaking, the common strategic interests will determine the future development of Sino-Indian relations. That is, in the spirit of mutual respect, shelving disputes, seeking common ground while reserving differences, and striving to seek and expand the joint point of common interests, the strategic partnership between China and India in the 21st century can develop in a positive and healthy direction.
