新形势下“韬光养晦、有所作为”国际战略思想研究

【摘要】:“韬光养晦、有所作为”作为我国的外交战略思想是邓小平同志在20世纪80年代末90年代初世界格局迅猛转变时期提出的。这一方略的提出使我们取得了比较有利的外部环境与条件。然而,在中国综合国力和国际地位的大幅提高的背景下,国内外对于“韬光养晦、有所作为”外交战略的认知出现了很大分歧,其核心问题是:在目前形势下,还有没有必要继续坚持“韬光养晦”?以及在这种背景下,,我们应该如何积极主动更加“有所作为”? 笔者认为“韬光养晦”“有所作为”并不是特定时期的权宜之计,而是需要我们长期坚持的外交政策。只有坚持这一方针才能避免出现更多的“中国威胁论”,才能为我们的发展创造一个更加良好的国际环境。当然,“韬光养晦”并不意味着一味的软弱退让。随着综合国力的提升,在面对主权问题时我们必须绝不退让。在国际关系中承担相应的责任,更加积极有所作为。 本文首先分析了“韬光养晦”的科学内涵,包括其提出的背景、过程及其文化内涵与实质。从根本上澄清了对“韬光养晦”“有所作为”的曲解与误读。明确指出“韬光养晦,有所作为”并不是特殊形势下的权益之计。“韬光养晦”和“有所作为”是一个整体,二者是辩证统一的关系。接着探讨了我们为何要继续坚持这一方针。我国虽然是正在崛起的、有影响的地区性大国,但数字上的“大”并非本质上的“强”,在国际权力结构中优势并不突出。最后对新形势下如何继续坚持这一方针提出了几点建议:提高“韬光养晦”外交战略上的解释力、积极主动“有所作为”以及把握好二者方法的灵活性与原则的坚定性。
[Abstract]:As a diplomatic strategic thought of our country, "hide one's strength, preserve one's strength and make a difference" was put forward by Comrade Deng Xiaoping in the period of rapid change of world pattern in the late 1980s and early 1990s. This strategy has enabled us to obtain more favorable external environment and conditions. However, against the background of China's comprehensive national strength and the substantial improvement of its international status, there have been great differences in the understanding of the diplomatic strategy of "hiding one's strength, preserving one's strength and making a difference" at home and abroad, the core of which is: under the current situation, Is it necessary to continue to "hide one's strength and keep secret"? And in this context, how can we be more proactive and "make a difference"? The author thinks that "hiding one's strength and keeping one's depth" is not a temporary measure in a specific period, but a foreign policy that we should adhere to for a long time. Only by adhering to this policy can we avoid more "China threat theories" and create a better international environment for our development. Of course, "hide one's strength and preserve one's obscurity" does not mean a mere retreat from weakness. With the improvement of comprehensive national strength, we must never give in to the question of sovereignty. We should assume corresponding responsibilities in international relations and make more positive achievements. This paper first analyzes the scientific connotation of "hiding one's strength and keeping secret", including its background, process, cultural connotation and essence. It clarifies the misinterpretation and misreading of "keeping a low profile" and "doing something" fundamentally. It is clearly pointed out that "hiding one's strength and preserving one's ability to make a difference" is not a measure of rights and interests under special circumstances. "hiding one's strength and preserving one's obscurity" and "something to do" are a whole, and the two are dialectical and unified. Then it discusses why we should continue to adhere to this policy. Although China is a rising and influential regional power, the digital "big" is not "strong" in essence, and its advantage in the international power structure is not outstanding. Finally, some suggestions on how to continue to adhere to this policy under the new situation are put forward: improving the explanatory power of diplomatic strategy of "hiding one's strength and preserving one's strength", taking the initiative to "do something", and grasping the flexibility and steadfastness of the principles of the two methods.
