日本的留学生公共外交

【摘要】：外国留学生是日本开展公共外交的重要对象群体,服务于日本不同时期的国家战略。上世纪80年代之前,作为对传统外交方式的修正,日本通过教育援助和文化交流等方式招收发展中国家的外国留学生以树立本国的正面形象。80年代之后,日本先后实施了"10万留学生计划"和"30万留学生计划",这两个计划分别服务于日本国家形象的构建,前者突出日本为国际作知识贡献,后者试图构建日本作为"亚洲门户"、"亚洲知识中心"的国家形象。日本的公共外交措施涵盖了留学生入学前、在校期间和归国后各个阶段。
[Abstract]:Foreign students are the important target groups of Japanese public diplomacy and serve the national strategy of Japan in different periods. Before the 1980s, as a revision of traditional diplomacy, Japan recruited foreign students from developing countries through educational aid and cultural exchanges in order to establish a positive image of its country after the 1980s. Japan has implemented the "100000 overseas students Program" and the "300000 International students Program", which serve the construction of Japan's national image respectively. The former highlights Japan's contribution to international knowledge. The latter tries to build the national image of Japan as the "Asia Portal" and "Asian knowledge Center". Japan's public diplomacy measures cover all stages before, during and after the return of foreign students.
