英国卡梅伦联合政府外交政策探析

【摘要】:2010年5月由英国保守党和自民党组建而成的卡梅伦联合政府上台执政,英国形成了历史上为数不多的联合政府。本文试图探讨联合政府形成的原因及其外交政策。联合政府的形成受到国内外因素的影响,国际金融危机的冲击、欧洲政治气候的右转、工党政府在伊拉克战争等问题上的不当决策及工党自身诟病等因素都构成了联合政府形成的背景原因。 新联合政府试图在对外政策上做出一些调整。在对美政策上寻求同美国建立“稳固但不盲从”的关系,但由于两国“特殊关系”基础尚在,加上英美权力结构没有发生根本改变,英美“特殊关系”实质不会发生变化。在对欧政策上,联合政府执行较为务实的政策,努力加强英欧之间的商贸关系,但是在英欧关系得到密切发展的同时,双方之间仍存在矛盾。在对华政策上,英国新政府因重振国内经济的需要加强了同中国的商业关系,使中英关系得到一定的发展,但是人权等观念差异依然是困扰两国关系的因素之一。在气候变化问题上,联合政府在国内外积极采取措施限制排放、促进气候变化国际协议的达成,试图在气候问题上发挥领导作用,但是英国并不掌握气候问题的发言权,因而英国逐步加大对世界上一些对气候变化适应能力较弱的地区的关注力度。
[Abstract]:Cameron's coalition government, formed in May 2010 by the Conservative Party and the Liberal Democratic Party, is one of the few in history. This paper attempts to explore the reasons for the formation of the coalition government and its foreign policy. The formation of the coalition government was influenced by domestic and foreign factors, the impact of the international financial crisis, and the right turn of the political climate in Europe. The government's improper decision on issues such as the war in Iraq and its own criticism all form the background of the formation of the coalition government. The new coalition government is trying to make some adjustments in foreign policy. Seeking to establish a "firm but not blind" relationship with the United States in its policy towards the United States, however, because the basis of the "special relationship" between the two countries is still in place and the power structure of the United States and Britain has not fundamentally changed, the essence of the "special relationship" between the United States and the United States will not change. In terms of European policy, the coalition government has implemented a more pragmatic policy and made great efforts to strengthen the trade and trade relations between Britain and Europe, but there are still contradictions between the two sides while the relations between Britain and Europe are closely developed. In terms of China policy, the new British government has strengthened its commercial relations with China because of the need to reinvigorate its domestic economy, so that Sino-British relations have developed to a certain extent. However, differences in concepts such as human rights are still one of the factors troubling the relationship between the two countries. On climate change, the coalition government has actively taken measures to limit emissions at home and abroad, promoting an international agreement on climate change and trying to play a leading role on climate change, but Britain does not have a say in climate issues. As a result, Britain has gradually increased its focus on regions of the world that are less resilient to climate change.
