冷战后美韩军事同盟关系的演进

【摘要】： 美韩军事同盟是冷战时期美苏两大国对抗的产物,是为了防御朝鲜的军事威胁和苏联的军事扩张而建立的一种双边的安全体制,美国在韩国一直留有驻军,保护着韩国的安全。一方面对新生的大韩民国的安全和经济发展提供了重要支持；另一方面,为美国顺利介入东北亚事务、实现其亚太战略提供了条件。美韩军事同盟被视为在冷战时期最为成功同样也最为稳定的同盟关系之一 但是随着冷战的结束和全球化时代的到来,国际局势也发生了深刻的变化,东欧剧变、苏联解体,来自原社会主义阵营的严重威胁基本消失,这些使美韩军事同盟存续的必要性日渐降低。另外美国全球战略的调整、韩国国力的增强、韩国民众民族主义的兴起以及美韩之间经济竞争和贸易摩擦的加剧,二者同盟关系面临严峻的挑战。但是从对付朝鲜、强化东北亚安全等目的的角度来说,美韩军事同盟的存在符合两国的国家利益,因此,维系和调整美韩军事同盟成为两国的必然选择。当然这并不是说美韩军事同盟只是过去的简单的延续,在新的国家实力对比和国际大环境下,该同盟将会变成一种更为平等的、内容更为广泛的新型关系。 本文主要利用同盟理论和国家利益理论进行分析,阐述了美韩军事同盟建立、维系、调整的必要性及同盟将长期存在的必然性。全文分为三个部分,第一部分介绍了美韩军事同盟的建立及现状,分析了美韩军事同盟建立的必要性；第二部分主要分析美韩军事同盟的维系及调整,美韩两国从国家利益的角度对该同盟进行调整；最后一部分内容主要涉及美韩军事同盟的发展前景及两国对该同盟的调整带来的影响。
[Abstract]:The US-South Korean military alliance is the product of the confrontation between the United States and the Soviet Union during the Cold War and is a bilateral security system established to defend against the military threat from North Korea and the military expansion of the Soviet Union. The United States has always maintained troops stationed in South Korea to protect the security of South Korea. On the one hand, it provides important support for the security and economic development of the new Republic of Korea; on the other hand, it provides conditions for the United States to intervene in Northeast Asia affairs smoothly and realize its Asia-Pacific strategy. The US-ROK military alliance is regarded as one of the most successful and stable alliances during the Cold War. However, with the end of the Cold War and the advent of the era of globalization, the international situation has also undergone profound changes. The dramatic changes in Eastern Europe, the collapse of the Soviet Union and the disappearance of the serious threat from the former socialist camp have reduced the need for a military alliance between the United States and South Korea. In addition, with the adjustment of American global strategy, the enhancement of Korea's national strength, the rise of Korean popular nationalism, and the intensification of economic competition and trade friction between the United States and South Korea, the alliance between the two countries faces severe challenges. However, from the point of view of dealing with North Korea and strengthening security in Northeast Asia, the existence of US-South Korea military alliance conforms to the national interests of the two countries. Therefore, maintaining and adjusting the military alliance between the United States and South Korea has become an inevitable choice for both countries. This, of course, does not mean that the US-South Korean military alliance is a simple continuation of the past, and that it will become a more egalitarian and broader new relationship in the new national power and international context. Based on the analysis of alliance theory and national interest theory, this paper expounds the necessity of the establishment, maintenance and adjustment of the US-Korea military alliance and the necessity of its long-term existence. The paper is divided into three parts. The first part introduces the establishment and current situation of the US-Korea military alliance, analyzes the necessity of the establishment of the US-ROK military alliance, the second part mainly analyzes the maintenance and adjustment of the US-ROK military alliance. The United States and South Korea adjust the alliance from the point of view of national interests, and the last part mainly concerns the development prospects of the military alliance between the United States and South Korea and the influence brought by the adjustment of the alliance between the two countries.
